About this file
This is a Justification for Sole Source Contracting document submitted by the Defense Human Resources Activity Acquisition Management Directorate (AMD) on behalf of the Defense Equal Opportunity Management Institute (DEOMI). The contracting activity seeks to procure one license and support for OCLC's Cataloging & Metadata subscription and WorldShare Interlibrary Loan (ILL) subscription under sole source authority. The requirement is identified as DEOMI.FY26-1658, with an estimated contract cost that is redacted in the document. The acquisition is valued at or below the simplified acquisition threshold (SAT) and micro-purchase threshold, requiring only documentation that one source is available.
The justification establishes that OCLC WorldShare is available exclusively through OCLC (Online Computer Library Center), a nonprofit global library cooperative, with no alternative vendors capable of providing equivalent services. DEOMI requires the cloud-based Cataloging & Metadata subscription to streamline library cataloging processes and reduce redundancies, as well as the WorldShare ILL platform to manage workflows and improve access to collections. The sole source determination is based on OCLC's proprietary WorldCat database, containing over 500 million bibliographic records contributed by more than 16,000 member libraries across over 100 countries, which is not replicable by competing systems. DEOMI has been using OCLC subscriptions for more than 5 years. The document has been approved by both the Technical/Requiring Activity Certification and the Contracting Officer with supporting signatures.

Description of Limitation:
Revolutionary FAR Overhaul (RFO) Subpart 12.102—Restricting Competition
Document decisions to restrict competition, including the use of brand-name descriptions without allowing for “equal” products, as follows:
(a) For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
Basis for sole source.
The Defense Equal Opportunity Management Institute (DEOMI) requires one license and support for OCLC’s Cataloging & Metadata subscription and WorldShare Interlibrary Loan (ILL) subscription. DEOMI utilizes OCLC’s Cataloging & Metadata cloud-based subscription to streamline the library’s cataloging process and reduce redundancies. WorldShare ILL is a cloud-based platform to manage workflows efficiently and improve access to collections and services.
OCLC WorldShare is available exclusively through OCLC (Online Computer Library Center), a nonprofit global library cooperative, and cannot be procured through any other vendor or source. WorldShare is a fully integrated, cloud-based library platform that provides metadata management and interlibrary loan services. Critically, WorldShare is built upon OCLC’s WorldCat database, the world’s largest bibliographic database containing over 500 million records contributed by more than 16,000 member libraries in over 100 countries. This database is proprietary to OCLC and is not replicable by any competing system. Access to WorldCat’s global union catalog, and shared cataloging infrastructure are unique capabilities that no alternative vendor can provide. DEOMI has been using OCLC subscriptions for more than 5 years.
