About this file
This Single Source Justification document details a simplified acquisition for HAAS Milling Machine Repair by the 502d Contracting Squadron at Joint Base San Antonio-Lackland. The document justifies a sole-source procurement from Phillips Corporation for a $12,001.60 contract to repair a HAAS milling machine, with the company having exclusive proprietorship over the machines and being the only authorized technicians to perform warranty work. Market research was conducted using the Dynamic Small Business Search, which identified four distributors, but only Phillips Corporation responded to sources sought notices. The 433rd MXS acknowledges the limited competition and plans to use this experience to improve future competitive procurement strategies. The contracting officer, Ramon Marrufo, determined on 18-Mar-2025 that only a single source is reasonably available under FAR 13.106-1(b)(1), authorizing the direct award to Phillips Corporation.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 502 CONS/JBKAC
Project/Program Name: HAAS Milling Machine Repair
Purchase Request / Local ID Number: F2MT2M5044AQ01
Estimated Contract Cost (including Options): $12,001.60
Section B: Description of the Supplies/Services Required
The contractor shall furnish all labor, supervision, and materials and equipment necessary to apply/install the necessary components to repair the HAAS milling machine. The contractor shall replace all the identified defective parts and ready the machine for programming and operation.
Section C: Justification for Soliciting from a Single Source or Brand Name
Phillips Corporation has exclusive proprietorship over HAAS milling machines and the associated components therein.
Phillips Corporation technicians have been licensed to work on HAAS milling machines, and they are the only individuals authorized to perform warranty work on this machine.
The Phillips Corporation does business exclusively with the Federal Government and adheres strictly to all federal regulations and protocols governing procurement, contracting, and security measures.
Section D: Efforts to Obtain Competition
Market research was conducted using Dynamic Small Business Search; The search parameters were narrowed down to number of businesses near Lackland AFB with a NAICS of 811310 Commercial and Industrial Machinery and Equipment Repair. The DSBS identified 4 distributors, 2 of which were already notified of the previous Source Sought posting via email. (See attachment 1 -- DSBS Sources Sought - 31May2024 )The Email included a link and notice ID of the posting. However, this action garnered only one response: being the company Phillips Corporation. The other 2 vendors were not notified as they specialized in a different area of service. With one specializing in robotics and the other only providing metal and steel parts not pertaining to our requirement.
In addition, we sent the 4 distributors a sources sought email on 3 March 2025 and no response was received by the deadline documented in the KTFS folder. See attachment 2 - DSBS Sources Sought.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The 433rd MXS will continue efforts to maximize competition. For this particular requirement and situation, competition is not a viable solution without incurring additional costs associated with this failure and without causing serious injury to government personnel. This is a unique event and the knowledge gained from this experience will assist the 433rd MXS in determining the best methods for promoting competition in the future.
