About this file

This is a Sole Source Justification document for a commercial lease of a relocatable office facility by the Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) at Naval Submarine Base Kings Bay, Georgia.

The procurement is for the continuation of leasing Relocatable Facility R9004 (Building 5184), a 10,000-square-foot production facility supporting approximately 60 Nuclear Regional Maintenance Department (NRMD) personnel. The lease award is to Pacific Mobile Structures, Inc. (PMSI), the incumbent contractor following a novation from Sustainable Modular Management, Inc. on July 17, 2025. The contract consists of one base period and four option periods, each with a 12-month performance duration, commencing December 1, 2025, through November 30, 2030. The total estimated contract value is $1,603,236 over the five-year period. The acquisition is conducted under General Services Administration (GSA) contract authority using simplified acquisition procedures pursuant to FAR 12.102 and 41 U.S.C. § 1901. The justification was originally posted on December 8, 2025, and amended to correct the GSA contract number; the action was executed on November 26, 2025. The sole-source determination is based on the facility's critical support for the P658 Nuclear Regional Maintenance Facility MILCON project, security requirements for waterfront restricted area access, operational continuity needs, and the significantly higher costs and mission delays associated with procuring alternative relocatable facilities. A Lease versus Purchase Determination Analysis confirmed that leasing the existing facility for five years presents a net cost of approximately $1,603,236 compared to approximately $2,250,000 for purchasing a replacement facility, representing a savings of approximately $647,000 to the government.

SOLE SOURCE JUSTIFICATION

FOR CERTAIN COMMERCIAL PRODUCTS AND SERVICES

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY: The Naval Facilities Engineering Systems Command Southeast (NAVFAC SE), Resident Officers in Charge of Construction (ROICC) Kings Bay, Georgia, proposes to enter into a sole-source contract under simplified procedures for certain commercial products and services.

2. NATURE/DESCRIPTION OF CONTRACT ACTION: On 26 November 2025, NAVFAC SE executed the sole source firm fixed price contract under the GSA contract to Pacific Mobile Structures, Inc. for the lease of an existing relocatable office facility conducted using the procedures of FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, and specifically FAR

13.501 Special Documentation Requirements. NAVFAC SE posted the sole source justification for that action on 08 December 2025. NAVFAC SE has since discovered an administrative error with that contract and is issuing a new contract under a different GSA number. NAVFAC SE is thus amending the original sole-source justification to reflect the correct GSA contract number. The justification for issuing a sole-source contract to Pacific Mobile Structures, Inc. has not changed and remains valid. This amended justification is only to reflect a clerical change.

Additionally, this J&A originally relied on the procedures of FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, and specifically FAR 13.501 Special Documentation Requirements., where acquisitions conducted under Simplified Acquisition Procedures (SAP) are exempt from the requirements of FAR Part 6, Competition Requirements, but nevertheless require a justification containing information listed for the format of FAR 6.303-2.

Because of the intervening FAR Overhaul, the authority for this sole source justification is now FAR

12.102. Since this procurement is for the acquisition of commercial products / services in amounts greater than the simplified acquisition threshold ($350,000) but not exceeding $9 million, including options, it will be conducted using simplified acquisition procedures in accordance with 41 U.S.C 1901 and Federal Acquisition Regulations (FAR) Overhaul section 12.201-1. The placement of a firm, fixed price order is anticipated.

The action will result in an award of a new sole-source firm-fixed-priced contract award to Pacific Mobile Structures, Inc., for a lease with one (1) base period and four (4) option periods, each to have a period of performance of twelve (12) months for Relocatable Facility R9004, informally known as “Building 5184,” the Nuclear Regional Maintenance Department (NRMD) Kings Bay Headquarters Building. The Relocatable Facility B5184-R9004 for lease was awarded via General Services Administration (GSA) Contract Number GS-07F-0383V, Task Order (T.O.) Number N6945016F5027 awarded 13 September 2016 to Sustainable Modular Management, Inc. (SMM), period of performance three (3) years (FY17- FY19). At the end of the T.O. performance period, NRMD continued to have a bona fide need for the continuation of the Relocatable Facility and a follow-on Task Order was awarded from the same GSA Contract. Task Order N6945021F9952 was awarded 30 November 2020 to SMM for a period of performance 30 November 2022 – 30 November 2025. The Contract was Novated on 17 July 2025 to change Contractor name from Sustainable Modular Management, Inc. to Pacific Mobile Structures, Inc.

(PMSI).

3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: The requirement is for the continuation of leasing of an existing relocatable facility to provide approximately 10,000 square feet of production space for approximately sixty (60) NRMD personnel in the Naval Submarine Base (NSB) Kings Bay Waterfront Restricted Area (WRA). Commander, Navy Region Southeast has concurred that this facility is exempt from the provisions of OPNAVINST 11010.33C Procurement, Lease, and Use of Relocatable Buildings pursuant to paragraph 5(h) thereof, because the relocatable facility directly supports

FOR CERTAIN COMMERCIAL PRODUCTS AND SERVICES

Norfolk Naval Shipyard has appropriated funds to lease Relocatable Facility at the completion of the current lease T.O. in November 2025 with their FY26 budget. Additional savings to the Government will be realized through continued lease of the facility in the event that P658 Nuclear Regional Maintenance Facility construction schedule is delayed beyond August 2028.

10. A LISTING OF THE SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN

INTEREST IN THE ACQUISITION: As supported by this J&A, it has been determined that no other vendors have the ability to meet the Government’s requirements for acquiring an existing relocatable facility to provide approximately 10,000 square feet of production space for approximately sixty (60) NRMD personnel in the NSB, Kings Bay within the timeframe required to support the mission. For the reasons outlined throughout the J&A, procuring from another source would result in both a substantial duplication of costs to the Government that is not expected to be recovered through competition and an unacceptable delays in fulfilling the agency’s requirements.

11. A STATEMENT OF ANY ACTIONS THE AGENCY WILL TAKE TO REMOVE OR

OVERCOME ANY FUTURE BARRIERS TO COMPETITION: This is a one-time lease for the specific requirement detailed in paragraph 5. No further barrier to competition is anticipated. Should future requirements be necessary they will be purchased or leased through full and open competition or through the Small Business Administration, allowing for adequate competition in the selection of qualified vendors. This is to ensure there is adequate time and workspace to accommodate mission-critical NRMD MILCON P658.
