FSS Sole Source Justification for Transportation Services
This document is an FSS Sole Source Justification for a transportation services award to the Armed Forces Retirement Home (AFRH). The Department of the Interior, Interior Business Center, Acquisition Services Directorate is procuring medical and recreational transportation services under the Multiple Award Schedule Program (Federal Supply Schedule) using the authority of 15 U.S.C. 657f(c) for a Service-Disabled Veteran Owned Small Business (SDVOSB) sole source award.
The contract is valued at $900,000 for a base year (May 23, 2026 – May 22, 2027) plus two one-year option periods. Battle Transportation (300 V St NE, Washington, D.C. 20018-1521; MAS Contract Number 47QMCB22D000C; SIN 485 Ground Transportation) is the sole source awardee. The contractor must provide vehicles, equipment, and trained drivers for round-trip non-emergency transportation to three specified medical facilities: Walter Reed Medical Center-Bethesda, Washington Veterans Affairs Hospital, and Washington Hospital Center. Key service requirements include certified drivers trained in wheelchair and personal mobility device (PMD) tie-down procedures, physical assistance for disabled residents boarding and exiting vehicles, proper wheelchair restraint installation per manufacturer specifications, and DOT-compliant strapping. The justification cites Battle Transportation's unique per-trip pricing option on its established price list (required due to AFRH's shift from hourly to per-trip billing) and the contractor's SDVOSB certification as primary rationale for sole source award, with pricing deemed fair and reasonable under applicable GSAR standards.

4. Authority Supporting the Rationale.
GSAR 538.7104-3( )(1)(v) - A law expressly authorizes or requires that the purchase be made from a specified source. This action is a sole source award to a Service Disabled Veteran Owned Small Business SDVOSB) pursuant to the authority of 15 U.S.C. 657f(c).
5. Rationale.
After conducting market research IAW FAR Part 10, specifically speaking to knowledge individuals in the government, knowledgeable individuals in industry, reviewing the previous procurement and reviewing the schedules for Battle Transportation and RHG Group the Contracting Officer (CO) concluded that this action is suitable for a sole source award to Battle Transportation for the following reasons:
The reason this action is contemplated as sole source to Battle Transportation and not RHG Group:
o The AFRH is changing the price structure for this requirement from a per hour basis to a per trip basis. In order to ensure the quote aligns with the established price list the CO reviewed the established price lists for both Battle Transpiration and RHG Group.
Only Battle Transportation’s schedule has a per trip option on its established price list.
Procurement history shows that the past two solicitations for this requirement under SIN 485 were competitive small business set asides, however only the incumbent RHG Group submitted an offer, therefore the CO does not have the expectation that more than one offer will be received.
While reviewing the schedules information the CO confirmed that both companies are owned by the same individual and the companies subcontract to each other when needed.
Based on prior performance of RHG Group and the relationship between RHG Group and Battle Transportation the CO believes that Battle Transportation is capable of providing the required transportation services.
The CO confirmed that Battle Transportation is a certified Service-Disabled Veteran Owned Small Business (SDVOSB).
The CO has determined that the order will represent a fair and reasonable price consistent with GSAR 538.7102-2(d)(2) and 538.7104-2(a)(3). It is not anticipated Order Level Materials (OLMs) will be applicable to this order.
Other Facts Supporting the Justification. N/A.
A statement of actions, if any, the agency may take to remove or overcome any barriers that lead to the restricted consideration before any subsequent action for the supplies or services is made. The requiring activity will continue to conduct market research as appropriate in accordance with RFO 10 before the services are resolicited.
The signature below is the COs certification that the justification is accurate and complete to the best of the COs knowledge and belief. Additionally based on the above the contracting officer has determined the statutory authority of 15 U.S.C.
657f(c) Sole Source Award to a SDVOSB applies to this award.
