Federal Supply Schedules Sole Source Justification Summary

This is a Federal Supply Schedules (FSS) Sole Source Justification document for the Federal Bureau of Prisons' Federal Correctional Institution Allenwood for Project 25Z2AJ5 Emergency Replacement Fire Alarm System. The acquisition involves a firm-fixed-price delivery order to Siemens Industry, Inc. under GSA MAS contract GS-07F-217CA, SIN 334290, with an estimated value of $1,069,743.00 and a performance period of 364 calendar days from Notice to Proceed. The scope of work includes furnishing and installing thirteen replacement fire alarm control panels, twenty-five annunciator panels, one indicator panel, associated network and power-interface modules, reprogramming and reconfiguration of existing initiating and notification devices, system programming, testing, inspection, certification, documentation, a device programming unit, and manufacturer training for institution staff. The procurement also includes a four-year parts warranty.

The justification establishes sole source authority under GSAR 538.7104-3(b)(1)(ii), supporting that only Siemens can provide the required specialized equipment and services due to proprietary system architecture, exclusive software and password controls, and compatibility requirements with existing Siemens fire alarm networks already installed at USP Allenwood and LSCI Allenwood. Current panels have reached end-of-life with no manufacturer support available, creating life safety concerns. Market research through GSA eLibrary and GSA Advantage confirmed no other FSS contractor offers compatible products or proprietary configuration tools. The Contracting Officer determined the proposed price of $1,069,743.00 is fair and reasonable based on GSA schedule pricing and independent Government estimate review. The document includes certifications from technical and procurement personnel, concurrence from multiple federal bureaus, and approval from the Bureau Competition Advocate and Director of the Office of Acquisition Management, dated August 2026.

FEDERAL SUPPLY SCHEDULES

SOLE SOURCE JUSTIFICATION

(FAR RFO DEVIATION)

FCI ALLENWOOD

PROJECT 25Z2AJ5 EMG RPL FIRE ALARM FCI

1. Identification of the agency and the contracting activity, and specific identification of the document as an “FSS Sole Source Justification”:

Requiring Activity:

Federal Bureau of Prisons Federal Correctional Institution Allenwood (FCI Allenwood) Route 15, 2 Miles North of Allenwood Allenwood, PA 17810

This document sets forth the justification and approval for award against a Federal Supply Schedule (FSS) on a sole source basis as required by General Services Acquisition Regulation (GSAR) 538.7104-3, and is specifically identified as an "FSS Sole Source Justification."

2. Nature and/or description of the action, including a description of the supplies or services required to meet the agency’s needs and the estimated value:

This action is a new firm-fixed-price delivery order to Siemens Industry, Inc. under GSA MAS contract GS-07F-217CA, SIN 334290, placed on a sole source basis using GSAR 538.71 ordering procedures. GSAR 538.7103-3 requires posting an RFQ on GSA eBuy or issuing it to multiple schedule holders; however, the fire alarm control equipment required by FCI Allenwood is proprietary to Siemens and is not available through any other FSS contractor. The requirement is for the delivery of commercial fire alarm control equipment, together with the ancillary installation, programming, and configuration necessary to place that equipment into service.

The fire alarm control panels and annunciator panels currently installed at FCI Allenwood have reached end-of-life and are no longer supported by the manufacturer. Replacement parts, firmware, and software support for these legacy panels are no longer available, which prevents the institution from maintaining reliable detection and reporting to central monitoring and presents a significant life safety concern for staff and inmates. To restore full manufacturer support and reliable operation, the institution must furnish and install current generation Siemens fire alarm control panels in their place.

In accordance with the Statement of Work for Project 25Z2AJ5, the contractor will furnish and install thirteen (13) replacement fire alarm control panels, twenty-five (25) annunciator panels, and one (1) indicator panel, together with the associated network and power-interface modules required to operate them, on a one-for-one basis with the existing units. Because the new panels operate on Siemens’ current software platform and proprietary peer-to-peer communication protocol, the existing initiating and notification devices must be reprogrammed, reconfigured, and, where they cannot be made compatible with the upgraded panels, replaced with current-generation components, so that they integrate with the new panels and network with the other facilities at FCC Allenwood for unified monitoring. The requirement also includes the system programming, testing, inspection, certification, and record documentation necessary to place the equipment into service, a device programming unit, and manufacturer training for institution staff.

The estimated value of this delivery order is $1,069,743.00, as supported by Siemens Proposal There are no option periods;

therefore, the total estimated value is $1,069,743.00. The period of performance is 364 calendar days from the Notice to Proceed.

3. The authority and supporting rationale (see GSAR 538.7104-3(b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service:

This acquisition is conducted under the authority of the MAS program in accordance with 41 U.S.C. 152(3), 40 U.S.C. 501, and GSAR 538.71. The statutory exception supporting this sole source order is GSAR 538.7104-3(b)(1)(ii), as only one source is capable of providing the specialized fire alarm equipment and services required. Brand name specifications are authorized under GSAR 538.7104-4(b)(1) because the Siemens system is essential to the Government’s needs and market research confirms that no other manufacturer’s products meet, or can be modified to meet, those needs.

FCC Allenwood operates a unified, campus-wide network of Siemens fire alarm systems at USP Allenwood and LSCI Allenwood. To maintain network integrity, FCI Allenwood must install equipment compatible with these existing systems. The COR has confirmed that using a different manufacturer would create an incompatible and fragmented life-safety network, preventing effective communication with central monitoring and introducing operational and security risks.

The fire alarm hardware used across FCC Allenwood requires Siemens configuration software and proprietary passwords held exclusively by Siemens’ Harleysville, PA branch. Only Siemens or its authorized representatives can provide OEM parts or warrant installation. Work performed by non-authorized vendors would void all manufacturer warranties and render the campus-wide system unsupported. No other vendor can furnish the proprietary software, programming capability, or OEM components needed for this networked system.

In accordance with NFPA 72 and UL 864, addressable initiating devices must be listed as compatible with the control unit. Siemens devices are UL-listed only for use with Siemens fire alarm control panels, and the FCC Allenwood network relies on Siemens’ proprietary peer-to-peer communication protocol. No other manufacturer’s control panel is listed as compatible with this protocol, and no alternative product can join or operate within the existing Siemens network. The required Siemens Desigo Fire Safety Modular platform is distributed and serviced exclusively through Siemens branch offices, not through independent dealers or other FSS contract holders.

Market research through GSA eLibrary and GSA Advantage confirmed that Siemens Industry, Inc. is the only MAS schedule holder able to provide the required equipment and associated installation services under SIN 334290, and that no other FSS contractor offers compatible products or can provide the proprietary configuration tools or passwords necessary for system installation, integration, and operation. Because similar supplies cannot meet the agency’s needs, non-FSS contractors were not considered. The results of the market research are documented in the Memorandum for the Contract File for Project 25Z2AJ5.

This procurement also includes manufacturer training for institution staff and a four-year parts warranty, both of which enhance FCC Allenwood’s operational readiness and significantly reduce long-term maintenance risk. Procuring from any alternative vendor would eliminate these benefits and introduce additional training burdens, warranty loss, and system incompatibility.

4. A determination by the ordering activity contracting officer that the order represents a fair and reasonable price consistent with GSAR 538.7102-2(d)(2) and 538.7104-2(a)(3):

In accordance with GSAR 538.7102-2(d)(2), ordering activities are not required to make an additional fair and reasonable price determination at the order level because pricing under GSA FSS contracts has already been evaluated and determined fair and reasonable by the GSA Contracting Officer. This order will be placed under GSA Schedule contract GS-07F-217CA, and GSA Estimate confirms schedule pricing that reflects discounts from commercial list prices.

The Contracting Officer has reviewed Siemens Proposal against the schedule pricing and the independent Government estimate and determines that the proposed price of $1,069,743.00 is fair and reasonable.

This order also represents the best value to the Government. Siemens is the sole manufacturer and distributor of the equipment required for compatibility with the existing Siemens fire alarm systems already installed at USP Allenwood and LSCI Allenwood. Standardizing on a single system across FCC Allenwood avoids duplicative training, multiple spare parts inventories, and fragmented maintenance support. Siemens’ four-year parts warranty further reduces lifecycle costs and mitigates long-term risk. No alternative approach would provide a fully compatible, code-compliant, networked life-safety system at a lower total cost to the Government.

5. Any other facts supporting the justification:

Issuance of this delivery order will be made under GSA FSS contract GS-07F-217CA. Siemens Proposal and the accompanying sole source letter document Siemens’ proprietary control of the required equipment, software, and system passwords. Siemens has also offered a four-year parts warranty. The Statement of Work for Project 25Z2AJ5 is included in the requirements package, and a memorandum dated July 2, 2026 from the FCI Allenwood General Foreman provides the technical basis for the sole source request.

The Bureau of Prisons has previously determined Siemens Industry, Inc. to be the only capable source for supplying and installing Siemens fire alarm equipment. A prior sole source justification was approved for the Siemens system replacement at FDC Philadelphia (Contract 15B21725P00000108) on the same basis, including Siemens’ proprietary rights and warranty restrictions. Other federal agencies such as the Department of Defense and Department of Veterans Affairs have similarly procured Siemens fire alarm system replacements on a sole source basis due to the proprietary nature of the equipment and the need for OEM installation and support.

This justification is not based on a lack of planning or on concerns related to the availability of funds.

6. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

Siemens Industry, Inc. is the only vendor capable of providing the required equipment, software, and installation services compatible with the Siemens fire alarm systems installed across FCC Allenwood. In the future, when the complex-wide fire alarm system requires complete replacement, the Bureau of Prisons will conduct market research to obtain competition. At the present time, no actions are available which could remove the competition barriers for the required products and services.

7. The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief:

I hereby certify this justification is made in good faith and the supporting data and information are accurate and complete to the best of my knowledge and belief.

Technical Certification:

I hereby certify that the supporting data provided by the technical and requirements personnel which form the basis for this justification is complete and accurate to the best of my knowledge.
