About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) document for an acquisition above the Simplified Acquisition Threshold (SAT).
The 20th Civil Engineering Squadron (CES/CEF) of the Air Force seeks to acquire a Draft Commander 3000 fire pump testing unit from Weis Fire & Safety Equipment LLC for the Draft Commander 3000 program under contracting activity 20 CONS/PKA. The justification invokes GSAR 538.7104-3(b)(ii), asserting that only one source is capable of providing the required products and services at the necessary quality level because the Draft Commander 3000 is a highly specialized, proprietary system engineered exclusively by Weis Fire & Safety. The acquisition is justified on the basis that this is the only mobile unit capable of performing true NFPA 1911-compliant fire pump service tests utilizing a patented closed-loop water recycling system, enabling the Fire & Emergency Services Flight to conduct mandatory annual service and flow tests on firefighting vehicles on-site without wasting thousands of gallons of potable water or damaging apparatus pumps with dirty static water sources. Market research was conducted via two Sources Sought notices—one on SAM (resulting in a quote from W S Darley & Co.) and one on GSA (resulting in only one response from Weis Fire & Safety Equipment LLC). Historical data indicates Weis Fire & Safety Equipment LLC was previously awarded contracts FA480122P0031 and FA441820P0052. The justification references compliance with DAFI 32-2001, the primary Air Force regulation for Fire & Emergency Services.

flight will be forced to continue relying on inefficient and wasteful methods to conduct annual service and flow tests on its emergency response vehicles. This practice places unnecessary stress on the firefighting systems of the aging fleet, accelerating deterioration and further reducing long-term reliability.
The Draft Commander 3000 is a highly specialized system engineered exclusively by Weis Fire & Safety. It is the only mobile unit capable of performing a true NFPA 1911-compliant fire pump service test from draft utilizing a patented closed-loop water recycling system. This proprietary technology is the only way the Government can conduct mandatory high-volume draft testing on-station without wasting thousands of gallons of potable water or using dirty static water sources that damage apparatus pumps.
Market research was conducted via a Sources Sought notice on SAM, resulting in a quote of from W S Darley & Co. Another Sources Sought was posted on GSA, resulting in only one response from the Original Equipment Manufacturer, Weis Fire & Safety Equipment LLC for . After reviewing historical data, Weis Fire & Safety Equipment LLC was previously awarded contract FA480122P0031 for and contract FA441820P0052 for .
