The system must be a purpose-built mobile platform capable of performing true pump tests from draft with suction lift in accordance with NFPA 1911 (2017 Edition), supporting pump testing up to 3,000 GPM and allowing training operations using recycled water.

The transporter must be constructed from heavy-duty aluminum with minimum 80-inch width, weigh ≤6,500 lbs, measure ≤27 feet in length, and feature two 7,000-lb rubber torsion axles with electric brakes, four 7,000-lb stabilizing jacks, one 12,000-lb tongue jack, LED lighting, DOT-approved reflective tape, 2-inch aluminum flooring, and adjustable 2-5/16" ball or pintle hitch. The water reservoir requires minimum 3,000-gallon capacity in heavy-duty poly with T-shaped design, integrated drafting pit with four anti-swirl plates, cavitation-control baffles, water-cooling system with two 2½-inch inlets and one 4-inch warm-water discharge, and front/rear ventilators. The drafting system includes two 6-inch drafting tubes with 360° aluminum swivels (PVC unacceptable), grease fittings, ¾-inch vacuum breakers, and 17-foot and 10-foot sections of 6-inch and 2½-inch clear hard suction hose. Flow measurement systems include two 4-inch aluminum inlet manifolds with 5-inch Storz male connections, two large pitot compartments with color-coded doors, and two NFPA-compliant pressure relief valves (120 PSI drip, 135 PSI full discharge). Test instrumentation comprises a portable master monitoring station with aluminum tripod mount, four glycerin-filled calibrated gauges (0–160 PSI pitot, 0–30" vacuum, 0–400 PSI pressure), and 30-foot and 10-foot high-pressure hoses. An integrated gas-powered fire hose tester with minimum 5.5-HP engine, stainless steel manifold, and 0–600 PSI gauges must be permanently mounted and preconnected. Included accessories include mounted spare tire, full-size protective cover, gauge test kit, high-pressure pump test kit, six 50-foot sections of 3-inch double-jacket hose, multiple NST adapters, handline nozzle tester (30–500 GPM range), and gauge calibration services. Contractor access requirements stipulate that personnel obtain base identification and vehicle passes, submit written requests listing employee names and dates, comply with Air Force security procedures and Emergency Mass Notification System requirements, and return all credentials upon contract completion, with failure to comply resulting in potential withholding of final payment.

Salient Characteristics for a Mobile Fire Pump Testing & Training Unit

1. General Description

The unit shall be a mobile fire pump testing and training system capable of performing true pump tests from draft, creating a suction lift requiring the use of a primer in accordance with NFPA 1911 (2017 Edition). The system must support pump testing up to 3,000 GPM and allow training operations using recycled water.

The document states the system “performs a true pump test from draft creating a suction lift requiring the use of a primer as per NFPA 1911-2017 Edition” and is designed for “flowing clean clear water… up to 3000 GPM.”

2. Transporter Requirements

The mobile transporter shall meet the following minimum characteristics:

2.1 Construction & Dimensions

• Purpose-built, heavy-duty aluminum transporter engineered for low profile, proper weight distribution, and safe towing.

• Minimum 80-inch wide heavy-duty main frame with ½-inch extruded bed railing.
