About this file
This is a Sole Source Justification document under RFO FAR 12.201-1 for simplified acquisition procedures for commercial items.
The Department of Veterans Affairs, VA New Jersey Healthcare System (NJHCS), is seeking a firm-fixed-price service contract for annual cleaning and preventative maintenance of nine Cleaver Brooks fire tube boilers located at the East Orange and Lyons campuses. The contractor will furnish all labor, materials, parts, supplies, equipment, supervision, and transportation necessary to perform the services. The estimated total contract value is $570,039.00 for a 12-month base year with four optional years. The services are required as routine maintenance for equipment safety, longevity, and compliance with VA Directive 1810. Competition is restricted based on the determination that only one responsible source exists: Miller & Chitty (M&C), the exclusive agent and appointed representative for Cleaver Brooks products, factory-authorized services, parts, and maintenance in the New Jersey area (Essex and Somerset counties). Market research conducted through three Request for Information notices issued via SAM.gov and GSA eBuy yielded four expressions of interest, but none were determined to be viable alternatives. Caldaia Controls could not participate due to existing inspection service conflicts; Begini Howard Private Equity expressed interest but provided no capability statement; RV Global Solutions lacked relevant boiler cleaning experience; and 24-7 Perfect Mechanical indicated reliance on subcontractors that would likely be Miller & Chitty. M&C is a small business under NAICS code 238220 and provided a signed authorized service provider agreement. The contracting officer determined the anticipated cost will be fair and reasonable based on historical price data from active and previously awarded contracts for similar services.
