About this file

This document is a Sole Source Justification Memorandum for a Monaco Upgrade contract for the Texas Air National Guard's 147th Attack Wing. The procurement involves a new firm fixed price contract with Monaco Enterprises, Inc. for the delivery and installation of asset protection products in two buildings, including: 1 tower CPU, keyboard and mouse, D-21 database configuration, software upgrade, software licensing transfer, CPU decommissioning, monitor replacement, backup power installation, network switch installation, and RFM-X and device server provision. The contract is being sole-sourced under FAR 13.106-1(b)(1) because Monaco is the only authorized contractor for this proprietary system, with unique hardware, firmware, and software that cannot be replicated by other vendors without a full system replacement. The estimated total contract price is redacted (marked as $XXXX), and the funding type is Operations and Maintenance (O&M).

C. Demonstrate, in detail, why this specific item or service is the only one that meets your requirement:

The 147th ATKW, Texas Air National Guard, intends to sole source the delivery and installation of additional asset protection products, which will tie into existing proprietary network/systems located in buildings 1190 and 1256 to Monaco Enterprises, Inc. Monaco is the only approved/authorized contractor for the system at the 147th ATKW. This procurement is being made pursuant to FAR 13.106-1(b)(1) soliciting from one responsible source. The existing Monaco system infrastructure is proprietary and only fully compatible with Monaco, hardware, firmware, and software. Using another vendor would require full system replacement, leading to unnecessary cost, risk, and downtime. Monaco does not license its technology or components to third parties, making them the only authorized source for system expansions, repairs, and upgrades.

5. Has this been previously procured?

NO

6. Authority Cited:

41 USC 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.

A. Reason for Authority Cited:

Monaco Enterprises Inc. is the sole source for Monaco manufactured systems and components, as well as the sole source for manufacturer-certified installation and training. The equipment and technical information in proprietary in nature and specific only to the OEM. Monaco only sells to direct end users and does not sell their products through distribution channels. Additionally, Monaco is the only installed asset protection system at the 147th ATKW. This requirement is to expand the current system. It would not be cost effective for the government to install an entire new asset protection system throughout the whole installation. As such competing this requirement on the open market is not reasonable.

7. Posting Requirements:

None

8. Contracting Requirements

A. Efforts to Obtain Competition

Market research confirmed the result of the proprietary nature, only Monaco products will interface with the existing Monaco system. This equipment has a unique and complimentary capabilities that cannot be satisfied by other manufacturers. There are zero authorized resellers for Monaco.

B. Actions to Increase Competition

In order to increase competition, the government would have to install an entire new security system throughout the whole installation, which would not be reasonable to the government.
