About this file
This document is a Sole Source Justification Memorandum for the Naval Surface Warfare Center, Carderock (NSWCCD) to repair/refurbish a specific ITC 8292 sensor (serial number 005). The procurement is with Gavial Engineering & Manufacturing, Inc. located in Santa Barbara, CA, who is the original manufacturer of the customized sensor. The sole source justification is based on proprietary rights and the sensor's unique compatibility with existing measurement systems, with potential significant disruption if an alternative sensor were procured.
The related federal contract opportunity (Solicitation N0016725Q1053) is a special notice for a commercial items procurement under FAR Part 13. Interested parties may submit capabilities statements by 5/20/25 at 12PM EDT, though this is not a competitive quote request. The procurement falls under NAICS code 334511 with a small business size standard of 1,350. The point of contact is Steven Besanko (Steven.Besanko@navy.mil), and the solicitation is issued by the Department of the Navy Naval Sea Systems Command. Respondents must include pricing, FOB point, contact information, GSA contract number, business size, and payment terms.
