About this file

This is a Sole Source Justification document for simplified commercial item procedures, authorizing a 12-month firm-fixed-price service contract for commercial co-working space near Wright Patterson AFB. The contract, valued at $402,780, will be awarded to Riverside Research Institute for providing non-exclusive SCIF (Sensitive Compartmented Information Facility) workspace.

The requirement is for an ICD 705 accredited SCIF workspace that can accommodate 32 individuals within 30 miles of the base, with immediate availability. The facility must include AF JWICS and NIPRNet access at each workstation, secure phones, classified/unclassified waste disposal, document storage, IT support, conference rooms, breakrooms, and ADA-compliant facilities. A sources sought notice yielded five responses, but Riverside Research was the only vendor with an existing, ready-to-use SCIF facility meeting all requirements. Other vendors (BHPE LLC, Westway Services Group, Syzygy Solutions, and Start Enterprise LLC) either did not submit capabilities or only offered to build new facilities, which didn't meet the immediate occupancy requirement.

CONTROLLED UNCLASSIFIED INFORMATION March 2023 Page 2 of 3

I. Contracting Activity.

Department of the Air Force (DAF)/ AFLCMC/PZICC

II. Nature and/or description of the action being processed.

The action being approved is the first of its kind, firm fixed price service contract to fill the need for short term commercial non-exclusive co-working space. The period of performance is for twelve months.

III. Description of supplies/services required to meet agency needs.

The National Space Intelligence Center (NSIC) at Wright Patterson AFB (WPAFB) has a need for a service contract to support short-term commercial coworking space(s), for non-exclusive commercial coworking services for classified space(s). Coworking vendors manage and maintain fully furnished, commercially available Intelligence Community Directive (ICD) 705 accredited Sensitive Compartmented Information Facility (SCIF) workspace that includes: typical first shift access to the SCIF; capability to access Air Force Joint Worldwide Intelligence Communications System (AF JWICS) from each workstation; capability to access Non-classified Internet Protocol Router Network (NIPRNet) from each workstation; secure phones and network access; unclassified phones and network access; unclassified waste disposal; classified waste disposal according to regulations; appropriate classified document storage; Information Technology (IT)/comms support during business hours; facility support during business hours; access to breakrooms;

access to conference rooms; adequate number of restrooms (including Americans with Disabilities Act (ADA) compliant facilities); adequate parking for the size of the facility. Proximity must be within thirty (30) miles of base with an ability to seat at least thirty two (32) individuals and readily available for immediate use. All commercial space regardless of classification level must capture Controlled Unclassified Information protection measures as implemented through Standard Operating Procedures.

IV. Statutory authority permitting other than full and open competition.

FAR 13.501(a) and DAFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C.

1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

A sources sought was posted on SAM.gov for 15 days. Five vendors responded with interest. Of the five vendors that responded interested to the sources sought, Riverside Research Institute was the only vendor that appeared qualified to meet the needs of the NSIC requirement. They are the only vendor that showed interest in the requirement and has an already built and ready for occupancy Intelligence Community Directive (ICD) 705 accredited Sensitive Compartmented Information Facility (SCIF) with AFJWICS and NIPRNet capabilities within 30 miles of WPAFB. This action will require a Notice of proposed Contract Action (NOCA) IAW FAR 5.201.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

NSIC is developing a long term plan for their future SCIF needs. If another service contract is needed for the same or similar contract GSA will be contacted first to see if space is available near WPAFB. If no space is available, a sources sought will be completed to complete market research for vendors with capabilities to meet the needs of the requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Based upon market research conducted on federal contract previously awarded and determined fair and reasonable, the contracting officer expects the anticipated cost to the government to be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

NSIC's Advisory and Assistance Services (A&AS) contractors became aware of NSIC's seating shortfall and advised NSIC staff that Riverside Research has accredited ICD705 SCIF space available with AFJWICS and NIPRNet capabilities. NSIC then worked with AFCEC regarding the process to explore use of that space or space like it. NSIC toured the Riverside Research space with a representative from AFCEC. The representative expressed that the space was very unusual in that it was SCIF space already built. Further research produced contractors able to be hired to build SCIFs but did not turn up SCIFs that have availability to seat individuals on an as needed basis. One additional facility was toured within the 30 mile radius of WPAFB. Construction for the SCIF has not yet begun. An additional party within the 30 mile radius of WPAFB provided information to NSIC regarding the ability to build out a SCIF but, again, construction had not yet started. The Sources Sought process produced similar results. All interested parties, except Riverside Research, did not have a SCIF ready for occupancy. They had the ability to build a SCIF according to customer needs. This did not meet NSIC's need for immediate occupancy.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Market research shows limited sources in the area surround WPAFB. Due to the strict requirements of an accredited SCIF the use of other than full and open competition is needed.

X. List of any sources that expressed, in writing, an interest in the acquisition.

The other vendors that expressed interest in the sources sought were BHPE, LLC, Westway Services Group, Syzygy Solutions, and Start Enterprise LLC. BHPE initially expressed interest, but never submitted their capabilities. Westway Services Group is in pre-construction phase of building an office building with a SCIF local to WPAFB, but is not readily available. Syzygy Solutions offered real estate support to find an office, but does not have any readily available. And Start Enterprise LLC offered an office space and offered to build a SCIF, but does not have it readily available.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

NSIC will continue to provide the CWS Memo to businesses interested in building SCIF spaces for co-working use and is developing a long term plan for their future SCIF needs. If another service contract is needed for the same or similar contract GSA will be contacted first to see if space is available near WPAFB. If no space is available, a sources sought will be completed to complete market research for vendors with capabilities to meet the needs of the requirement.

XII. Certification by the Contracting Officer.

XIII. Certification by the technical/requirements personnel.
