About this file
This is an RFO Part 12 Justification Review Document for a sole source acquisition of commercial products and services by the U.S. Army Corps of Engineers (USACE), Walla Walla District. The document justifies restricting competition under Title 41 U.S.C. §1901(e)(2) and RFO 12.102(b) for the procurement of 15 Digital Excitation Controller Retrofit Upgrade Kits from Basler Electric (CAGE: 97520), located in Highland, Illinois. The kits will upgrade excitation system controls at three hydroelectric facilities: Lower Monumental Lock & Dam (4 units), Little Goose Lock & Dam (7 units), and Lower Granite Lock & Dam (4 units), along with 3 site visits for design verification. The contract is structured as a Firm-Fixed-Price (FFP) supply contract with an estimated total cost that is redacted, and will be fully funded using Small Cap funding from Bonneville Power Administration (BPA).
The justification emphasizes that Basler is the sole manufacturer capable of providing compatible retrofit kits that integrate with existing power bridge equipment at these facilities. The current Andritz Thyne 5 excitation systems are obsolete, non-compliant with NERC/WECC standards as of April 1, 2024, and lack available spare parts. Previous Basler retrofit contracts (W912EF20P0035, W912EF20P0020, and W912EF21P0037) have proven successful at sister facilities. The document details extensive cost comparisons demonstrating that non-Basler alternatives would incur significantly higher expenses for design work, spare parts inventory, training, maintenance planning, cyber security compliance, and emergency response capabilities. A Notice of Intent will be posted to SAM.GOV, and the contracting officer certifies the anticipated price as fair and reasonable based on historical price analysis. The procurement was prepared on May 4, 2026.

RFO Part 12 Justification and Approval
Acquisition of Commercial Products and Commercial Services
Program/Equipment: Digital Exciter Controller Retrofit Upgrade Kits for Lower Monumental Lock & Dam, Little Goose Lock & Dam, Lower Granite Lock and Dam, Walla Walla District, US Army Corps of Engineers.
Authority: Title 41 United States Code (U.S.C.) §1901(e)(2) as implemented in the Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(b), restricting competition under the authority of the acquisition of commercial products and commercial services.

RFO Part 12 Justification and Approval Simplified Procedures for Certain Commercial Items
1. Requiring Activity:
The U.S. Army Corps of Engineers (USACE), Walla Walla District, Lower Monumental Dam, 5520 Devils Canyon Road, Kahlotus, WA 99335.
2. Contracting Activity:
The U.S. Army Corps of Engineers (USACE), Walla Walla District (CECT-NWW), 201 North Third Avenue, Walla Walla, WA 99362-1876.
3. Description of Action:
Request approval for a new Firm-Fixed-Price (FFP) supply contract to be sole sourced to Basler Electric, (Basler), CAGE: 97520, 12570 State Route 143, Highland, Illinois 62249-1074 who is the sole manufacturer and distributor of Basler Electric products.
This contract has a requirement for the purchase of 15 Digital Excitation Controller Upgrade Retrofit Kits, with associated services of onsite verification, which will be used to upgrade the system controls and front-end interface at Lower Monumental Lock & Dam’s Powerhouse Generators Main Units 4-6, Little Goose Lock & Dam’s Main Units 1-6, and Lower Granite Lock & Dam’s Main Units 4-6. The contract will be fully funded using Small Cap funding from Bonneville Power Administration (BPA). The total estimated cost of this purchase is .
4. Description of Supplies/Services:
The supplies and associated services are to be sole sourced from Basler Electric.
Lower Monumental (LMA) Powerhouse Generator main units 4-6, Little Goose (LGA) Powerhouse Generator main units 1-6, and Lower Granite (LLA) Powerhouse Generator main units 4-6 require replacement of outdated Andritz THYNE 5 excitation system controls. The outdated systems are no longer compliant with existing standards, and no longer maintainable due to lack of available spare parts. Basler Digital Excitation Controller Retrofit Upgrade Kits will replace the controls portions of the existing exciter system and integrate with the existing power bridge and other portions of the system.
Onsite verification of existing equipment layout will be required prior to design approval as well.

Non-Basler equipment at Little Goose will also require additional design and procurement costs. Different equipment requires different designs and reviewal from Hydroelectric Design Center (HDC). Estimating 2,000 man-hours for an engineer at Little Goose, a couple HDC design engineers at ( ), and Chief of Tech ( ) there would be an additional cost for redesign. Non-Basler equipment at Little Goose requires a second contract awarded, and the associated contracting labor costs. Current estimates from CT are for an Invitation-for- Bids (IFB) contract at the “routine” complexity/difficulty level.
Using a non-Basler manufacturer would significantly increase costs in parts, maintenance, and emergency response time. Two different types of excitation systems between the three hydroelectric facilities will necessitate two different sets of excitement control system spares, doubling the cost of spare inventory. Failure points of the excitation control system include the control modules which are roughly each, and the fixed SCR power Bridge (rectifier), roughly . Total cost of spares per manufacturer is about for two brands of equipment. Standardizing saves the government substantially on spare parts costs and warehouse upkeep.
A non-Basler manufacturer would require additional training for the maintenance crew. Lower Monumental and Lower Granite electricians are already familiar with Basler equipment, requiring no initial training. Estimating 40 man-hours of training, multiplied by six J-grade electricians ( ) across the three dams, an additional is required for non-Basler equipment training. Refresher training is needed for each system, and installing a non-Basler system will require two different training sessions every few years. Labor rates rise annually, and additional training costs for non-Basler equipment will increase as well. Standardizing Basler saves the government money on training, and time taken away from other duties.
Purchasing non-Basler equipment increases job planning, generation modeling, and cyber security compliance. Lower Monumental and Lower Granite already have job plans in place for Basler controls. Going with non-Basler requires the development of a new plan, estimating 80 man-hours of a Chief of Maintenance ( ) for a total of . Non-Balser control systems will require different software and laptops for tuning, testing, maintenance, and cyber security protocols as well.
Developing the framework for an Authority to Operate (ATO) and maintaining that ATO require numerous man hours for K-Grade electricians ( ) and other disciplines. Two separate control systems require two different ATOs. Model validation testing by District Test and Evaluation engineers will also be impacted by requiring additional customized test plans, estimating a HT&E ) engineer 120 man-hours for a total of . Standardizing Basler will save the government money on maintenance, planning, modeling, and cyber security.
Purchasing non-Basler equipment significantly limits the government’s ability to respond in an emergency. In an emergency or equipment failure, with non-Basler
