About this file

This document is a Sole Source Justification for the procurement of two (2) submersible carbon dioxide (CO2) sensors for the USDA Midwest Area Soil Drainage Research Unit. The estimated dollar value is not provided, and the anticipated period of performance is delivery by August 2024 for field use. This is a new requirement, not a follow-on award.

The key requirements for the CO2 sensors include: a calibrated measurement range of 0 to 50,000 ppmv CO2 with the ability to measure up to 100,000 ppmv, recalibration capability, a measurement resolution of at least 0.1% of the maximum range, anti-fouling equipment, a measurement rate of 1 sample per minute or faster, ability to connect to an external power source for long-term deployment, and a 40-50 meter long power/data cable. The USDA intends to make a sole source award to Pro-Oceanus Systems Inc. under simplified acquisition procedures, as market research did not identify any other sources that could meet the requirements.

SOLE SOURCE JUSTIFICATION

MANDATORYTEMPLATE FOR FEDERALPROCUREMENTS UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

1. Estimated Dollar Value:

2. Anticipated Period of Performance:

Delive1y to be made prior to I August 2024 for field use.

3. Does the anticipated Period of Performance include option years? If no, explain. This is anticipated to be a one-time purchase, thus options are N/ A.

4. Sources Sought Notice posted to Contract Opportunities and attached to this document?

IZI Yes D No

5. Market Research conducted and attached to this document? If not, explain.

Online market research, including a System for A ward Management search, was conducted but was unsuccessful locating any alternative sources other than the suggested source.

A Sources Sought was published on 2 May 2024 with responses due 9 May 2024. No responses were received by the due date, however Pro-Oceanus (the suggest source) responded on 23 May 2024 that they would be interested.

CmTently a Notice of Intent to Sole Source is posted on SAM.gov with a closing date of 20

June and if any other companies respond their capability statement will be sent to the technical advisor for evaluation. However, if no companies respond it is recommended to go fo1ward with a sole source acquisition

6. Is this a new requirement or a follow-on to an expiring award?

New requirement D Follow-on to an expiring award

7. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry.

The United States Department of Agriculture (USDA) Midwest Area (MW A) Soil Drainage

Research Unit (SDRU) has a requirement for the procurement of two (2) submersible carbon dioxide (CO2) sensors for continuous monitoring of CO2 concentrations within the waters of agricultural streams and ditches

The Contractor shall be required to provide and deliver 2 submersible CO2 sensors for continuous monitoring of in stream/ditch CO2 concentrations with the following characteristics:

• CO2 calibrated concentration measurement range of Oto 50,000 ppmv CO2

• Ability to take measurements outside of the sensor's initial calibration range (i.e., the sensor doesn't saturate at 50,000 ppmv), up to 2 times the calibrated measurement range (i.e., up to 100,000 ppmv)

• Ability for the sensor to have the CO2 concentration measmement range be recalibrated to a different range

• CO2 measurement resolution of at least 0.1% of the maximum concentration measurement range

• Anti-fouling equipment for the sensor

• CO2 measurement rate of 1 sample per minute or faster.

• Ability to be connected to external power source for long-term deployment

• Long power/data cable to allow instrument to be deployed in deep ditches while power supply remains out of flood zone (between 40-50 meter long cable)

• Fast gas equilibrium rate across membrane, <4 minutes

• Ability to measure total gas pressure in addition to CO2 concentration

• Ability to record water temperature

• Ability to log and store data internally within the instrument

8. List the proposed vendor and contact information.

Pro-Oceanus Systems Inc 80 Pleasant Street Bridgewater, Ns B4V 1N1, Canada

9. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.

The requirement is for 2 submersible CO2 sensors for continuous monitoring of in stream/ditch CO2 concentrations. A search on the required sources and GSA for the product resulted in nothing found. Additionally, Pro-Oceanus is the only vendor that responded to the sources sought.
