About this file

This document is a Simplified Acquisition Justification and Approval (J&A) Worksheet for a mobile Video Teleconferencing (VTC) system for the Customs and Border Protection (CBP) New York Field Office (NYFO). The procurement is a sole source acquisition from Yorktel/VCA Global, a certified Cisco Premier Level partner, to deliver an additional mobile VTC system that is compatible with the existing Cisco WebEx VTC infrastructure at One World Trade Center. The system will include an 85" screen, a height-adjustable mobile stand, a MeetUP 2 USB conference camera, and miscellaneous mounting and cabling support items.

The justification highlights Yorktel/VCA Global's unique qualifications, including their original installation of VTC systems in the NYFO, possession of proprietary room diagrams and equipment lists, and status as the principal service provider for NYFO VTC systems. Market research was conducted by consulting industry vendors, reviewing commercial and government databases, and searching GSA Advantage. The document indicates the system is needed for FY25, must be stand-alone and not connect to CBPNET, and needs to communicate with current AV-VTC systems under existing warranties. The document was completed by Ronald L. Kellar, a Mission Support Specialist, on June 5, 2025, and digitally approved by a Contracting Officer.

SIMPLIFIED ACQUISITION

JUSTIFICATION AND APPROVAL

WORKSHEET / QUESTIONNAIRE

In order to assist the contracting officer who will be completing the Justification and Approval (J&A), the Requesting Office Representative is responsible for completing the following blocks of information:

1. Demonstration of Contractor’s Unique Qualifications/ or name-brand product’s unique characteristics that are required:

The Mobile VTC Project requires a solution that supports the existing Cisco WebEx VTC system presently installed, since it is integral to the New York Field Office (NYFO) operations and is now an Agency standard communications platform. Yorktel is a certified Cisco Premier Level partner. Yorktel/VCA Global is also the principal service provider for all NYFO VTC systems.

Yorktel/VCA has proprietary Room Diagrams, Room Profiles, Equipment lists (complete with serial #’s) and schematic diagrams, as well as the original proprietary Programming Source Code to deliver and install an interoperable mobile VTC system that performs seamlessly with existing warranties of current AV-VTC hardware in the CBP space.

The New York Field Office has a bona fide FY25 need to procure an additional mobile VTC system to supplement the existing systems in One World Trade Center. The Contractor will deliver and assemble a mobile VTC System, including a height adjustable mobile stand, an 85” screen, a MeetUP 2 all-in-one USB conference camera, and miscellaneous mounting and cabling support items. The system must be handled and maintained by the contractor throughout delivery and assembly. The system will be stand-alone and not be required to connect to the CBPNET, but must be able to communicate with current AV-VTC systems under warranties by Yorktel/VCA Global.

2. Description of Market Research Conducted:

Industry Vendors were sought for pricing, including York Telecom Corporation, SMARTBoard, and Panasonic websites were consulted, commercial and Government databases were reviewed;

catalog and product literature was reviewed; GSAAdvantage and Google searches were conducted; Federal Supply Schedules were consulted; and CCR/EPLS were reviewed.

3. Any Other Supporting Facts:

Yorktel/VCA-Global as the original installer of the hardware and built out of the VTC support systems in the NYFO space at One World Trade Center, as well as completed the delivery and installation of the existing VTC Systems under the orginal Contract No. GS35F303DA, Order No. 70B03C20F00000396. The additioanl mobile VTC system must be compatable with the current VTC system already being utilized by CBP. Yorktel/VCA Global is also the principal service provider for all NYFO VTC systems. VCA Global maintains current insurance requirements with One World Trade Center to provide services to the New York Field Office.

4. Actions Taken to Remove Barriers to Competition Before Any Subsequent Acquisition for Required Supplies / Services:

Multiple Industry Vendors were engaged to establish if any other credible VTC system could meet the technically acceptable hardware and service solution.
