About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) for a sole-source acquisition.
The contracting activity is the Air Force Materiel Command (AFMC), AFTC, 412th Test Wing, Contracting Directorate. The justification documents the rationale for sole sourcing transmitters and fans to Quasoniix in support of F-35 Distributed Flight Test Instrumentation (DFTI) Operational Test modifications on an individual basis. The required supplies consist of fifteen Quasonix QSX-VQR6-1110-10-64-24AL-AC-C7-CF-DP-HR-LD6-STC airborne transmitters and fifteen associated QSX-AC-34-HS-28V-SP fans. These components are necessary to meet the radio frequency data transmission requirements of the F-35 DFTI instrumentation system as directed by the Joint Program Office and specifically selected by the 812th Air Intelligence, Surveillance and Reconnaissance (AFTC) subject matter expert.
The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, establishing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The rationale centers on configuration control under engineering drawing 2GWE04061-0001, stating that the Quasonix transmitter and heat sink are the only commercial off-the-shelf components satisfying mandatory form, fit, and function requirements. Any alternative transmitter would be technically infeasible, requiring complete mechanical redesign of the mounting chassis, aircraft wiring harness rewiring, and complete re-evaluation of flight safety and airworthiness certifications. The Government inherited this proprietary design from the system design agency (Lockheed Martin/SPO) and lacks the technical data rights to compete the underlying telemetry architecture. The document notes no immediate actions can overcome competition barriers until a complete system redesign is completed. The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with FAR Subpart 15.4.
