About this file

This is a Combined Synopsis/Solicitation and Notice of Intent to Sole Source issued by the Air Force Test Center (PZZG) under Notice ID FA9302-26-Q-0092.

The Department of War intends to procure 15 each of Quasonix QSX-VQR6-1110-10-64-24AL-AC-C7-CF-DP-HR-LD6-STC airborne transmitters and 15 each of associated QSX-AC-34-HS-28V-SP fans on a sole source basis from Quasonix, Inc. The requirement is classified under NAICS Code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC Code 5821 (Radio and Television Communication Equipment, Airborne). The response deadline is 24 July 2026 at 2:00 PM PST. This is a commercial procurement prepared in accordance with Revolutionary FAR Overhaul (RFO) Subpart 12.2, and this announcement constitutes the only solicitation; quotes are being requested and no written solicitation will be issued.

The justification for sole sourcing cites that the DFTI telemetry subsystem is strictly configuration-controlled under engineering drawing 2GWE04061-0001, and the specified Quasonix transmitter and heat sink are the only commercial off-the-shelf components that satisfy the mandatory form, fit, and function requirements. The system design was established by Lockheed Martin and the System Program Office. Use of alternative transmitters would require complete mechanical redesign of the mounting chassis, rewiring of aircraft-level wiring harnesses, and re-evaluation of flight safety and airworthiness certifications. The solicitation is open to all responsible sources to submit capability statements, proposals, or quotations, though the Government retains discretion in determining whether to conduct a competitive procurement. Applicable provisions include FAR 52.212-1, FAR 52.212-3, and FAR 52.212-4 for commercial products and services.

Description of Requirement

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Department of War (DoW) intends to negotiate on a sole source basis with Quasonix, Inc. for the procurement of Quasonix airborne transmitters and fans.

Notice of Intent to Sole Source

Subject Description

Statutory Authority

10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1

Justification The DFTI telemetry subsystem is strictly configuration-controlled under engineering drawing 2GWE04061-0001. The Quasonix QSX-VQR6-1110-10-64-24AL-AC-C7-CF- DP-HR-LD6-STC transmitter and QSX-AC-34-HS-28V-SP heat sink are the only commercial off-the-shelf (COTS) components that satisfy the mandatory form, fit, and function requirements of this drawing. Use of any other transmitter is technically unfeasible as it would require a complete mechanical redesign of the mounting chassis, rewiring of the aircraft-level wiring harnesses, and a complete re-evaluation of the system's flight safety and airworthiness certifications

Scope of Work

Provide 15 each of Quasonix QSX-VQR6-1110-10-64-24AL-AC-C7-CF-DP-HR-LD6- STC airborne transmitters and 15 each of Associated QSX-AC-34-HS-28V-SP fans.

Market Research

The transmitter specifications is dictated by engineering drawing 2GWE04061-0001.

The system design agency is made by Lockheed Martin and the System Program Office and it was determined that only the specified Quasonix transmitter and matching fan-cooled heat sink satisfy the extremely tight physical tolerances, electrical pinouts, thermal dissipation requirements, and dual-channel Space-Time Coding (STC) protocols necessary for safe flight operations. Because the Government inherited this fully qualified, configuration-controlled design, conducting redundant market research on alternative transmitters is technically and contractually impractical. Accepting any hardware other than the designer-specified baseline would violate the configuration control of drawing 2GWE04061- 0001, invalidate the system's airworthiness certification, and require a costly, duplicative engineering redesign of the aircraft instrumentation suite.

Instructions to Interested Parties

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Applicable Provisions & Clauses
