About this file

This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for Limited Sources, justifying a sole-source procurement for an intrusion detection system. The Air Force intends to purchase and install an intrusion detection system from Advantor System Corp. for the ARMAG facility, with a purchase request number F6S3CE5135AW01. The justification is based on the 147 ATKW's existing use of Advantor's system, requiring compatibility and integration with current infrastructure. Advantor holds exclusive proprietary technical rights to the software and hardware.

Market research conducted in August 2025 revealed multiple government agencies issuing sole-source awards to Advantor for intrusion detection systems. The contracting officer certifies that no suitable alternatives exist, and competition is limited by Air Force-approved intrusion detection systems and Advantor's proprietary product nature. The procurement is subject to fund availability and has been authorized for acquisition, with the contracting officer SMSgt Shawn T. Stewart approving the limited-source determination on August 19, 2025.

_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: No suitable alternative exists and competition is limited by Air Force approved intrusion detection systems and the proprietary nature of Advantor's products.
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: In accordance with FAR 10.002(b)(1), the extent of market research will vary, depending on such factors as urgency, estimated dollar value, complexity, and past experience. The contracting office may use market research conducted within 18 months before the award of any task or delivery order if the information is still current, accurate, and relevant. Market research for Advantor's intrusion detection system was most recently completed in August of 2025. A SAM search revealed multiple government agencies issuing sole source awards to Advantor for intrusion detection systems.
_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: The 147 ATKW currently uses Advantor for its existing intrusion detection system on base. To ensure compatibility and integration with the 147 ATKW's existing IDS infrastructure, Advantor products and installation are required. Advantor is the originator of the required hardware and holds all exclusive proprietary technical data rights to the software and operates via an inherent secure protocol through Advantor that would be jeopardized should the certification procedures be breached by a company not authorized to work with the Advantor equipment. Advantor only sells direct to end users and they do not authorize other companies to distribute their products or provide the manufacturer-certified installation and training required to meet Air Force testing requirements. Advantor's security system is not able to tie-in to (communicate) with other security systems and they cannot operate or communicate with any of the others.
