About this file
This is a Sole Source Information Notice from the Oregon Department of Education regarding an exclusive agreement with the College Board to provide reduced-fee Advanced Placement (AP) examinations to eligible students in Oregon public and non-public high schools. The department intends to furnish AP examinations in May 2022, with the College Board billing the agency directly based on the actual number of exams administered as reported by each high school's AP Coordinator. Any entity wishing to protest this sole source procurement must submit a written protest prior to 2:00 PM on May 31, 2022, in accordance with OAR 125-247-0710 to Karen Kay Harrison at the Oregon Department of Education's Office of Finance and Administration Procurement Services Unit.
The College Board developed and copyrighted the AP examination materials, establishing the exclusive basis for this sole source agreement. Funding for this initiative originates from the $2.6 million allocation provided by the Oregon State Legislature through HB 3232 during the 2013 session, designated to support accelerated college opportunities including AP, IB, dual credit, and early college programs. The Oregon Department of Education has leveraged this state budget allocation alongside US Department of Education Test Fee Program funding in previous years to provide comprehensive support to students taking AP and IB examinations. All AP and IB examination and registration fees will be paid for low-income public school students, removing financial barriers to participation in these college-credit-bearing programs.

Text version
The Oregon Department of Education intends to enter into an Agency specific sole source
Agreement with the College Board for reduced fee towards their Advanced Placement Program (AP) Examinations furnished by the College Board to students who attend public and non-public high schools in Oregon and who qualify for the College Board AP fee reduction. The College Board developed and copyrighted the materials and examinations for this test.
The Oregon State Legislature passed HB 3232 during the 2013 Session and allocated $2.6 million to support "accelerated college opportunities (AP, IB, dual credit, early college)." To that end, the Oregon Department of Education has used the state budget allocation to leverage the US Department of Education's Test Fee Program funding in previous years to provide additional support to students taking Advanced Placement (AP) and International Baccalaureate (IB) examinations that may result in the students earning college credit. All AP and IB examination and registration fees will be paid for low-income public school students.
The College Board bills the Agency directly, based on the number of 2022 AP Exams actually administered, as determined by each high school and indicated on the invoice generated online by the applicable high school's AP Coordinator. These exams will be furnished by the College Board in May 2022.
