JUSTIFICATION FOR SOLE SOURCE (Simplified Acquisitions <$100k) The service or material listed on Procurement Request (PR) number 1300877721 is sole source and competition is precluded for reasons indicated below. There are no substitutes available for this material.

1) P/N 1433-29 Decade Resistor Qty 190 Per IET Labs, they do not have any Authorized Distributors for the above P/N’s; therefore, they are the only source available. The 1433-29 Decade Resistor are convenient resistance standards for checking the accuracy of resistance-measuring devices. The 1433-29 is intended for precision-measurement applications for accuracy, stability, and low zero resistance. The 1433-29 are used as components in dc and audio frequency impedance bridges. The values of the working standards are determined and maintained in terms of reference standards periodically calibrated by the National Bureau of Standards. IET LABS has proprietary rights to the design, engineering and documentation of both the standard and the parts being ordered. If IET LABS does not provide the required part(s), compatibility and interchangeability problems could occur in the performance and accuracy of other internal parts and overall function these models are being procured for the use with NAVAIR workload Instrument Calibration Procedures (ICP's) and hundreds of test instruments for the calibration. Each ICP costs $21,285.00 to research, write, bench-test, QA check, and calibration interval analysis/change as required, publication costs, data element/database support/updates. All calibration activities now utilize the same calibration equipment/standards/techniques to support similar workloads and cannot be deviated or substituted. This has minimized the number of calibration procedures used Navy-wide, reduced the training requirements, caused fewer interface problems between equipment, reduced calibration time and improved compatibility between calibration laboratories.
The NAVAIR METCAL engineering team requires time and funding to do an overall requirements analysis, market survey, bench testing/analysis, inventory objectives and instrument calibration procedures to support a new standard. An effort this large would require phasing over several years. This procurement is for items that are already supported, do not require approval/certification and are urgently needed.

The requested material or service represents the minimum requirements of the government.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system. (Explain) Because of these mandatory requirements set by Measurement Science Department, Corona, CA, incompatibility and interchangeability issues, exist. These Standards are used in NAVAIR ICP’s. These Procedures are distributed from the Measurement Science Department, Corona, CA to all the NAVAIR Calibration Laboratories. Units must be compatible and interchangeable with existing ICP’s and equipment. These laboratories must follow these procedures to the steps and cannot deviate or make substitutions.
A patent, copyright or proprietary data limits competition. The proprietary data is: (Explain) IET Labs Inc. has proprietary rights on engineering data, design and product documentations of their products.
These are “direct replacements” parts/components for existing equipment.
Use of OEM IET Labs Inc. ensures standardization and compatibility with existing model and support systems and minimizes critical measurement uncertainties due to operational and performance similarities.
Other information to support a sole-source buy: (Explain) Interchangeability by adding or removing other components without breaking the instrument apart and rebuilding to meet various calibration requirements is critical to turn Around Time of test instrument in support of Fleet Readiness, which is maintained through Calibration. This procurement is not an initial outfitting and configuration control is paramount to the success and uniformity of this outfitting. This unit will mate with existing equipment to expand voltage measurements. Currently one site is unable to complete ICP workload assignments because they have broken or rejected items to complete their task. Units requiring calibration due to broken or rejected assets has been rescheduled (ship & shore) to complete calibrations. All calibration activities now utilize the same calibration equipment/standards/techniques to support similar workloads. This has minimized the number of calibration procedures used Navy-wide, reduced the training requirements, caused fewer interface problems between equipment, reduced calibration time and improved compatibility between calibration laboratories.
