About this file

This document is a Sole Source Determination and Justification for the Oregon Department of Fish and Wildlife (ODFW) to procure 20 adult cow collars, 20 vaginal implant transmitters (VITs), and 20 calf collars with satellite service from Vectronic Aerospace. ODFW is conducting an elk research study in cooperation with Oregon State University and needs to deploy an additional 20 collars that are compatible with 90 existing Vectronic GPS collars in the study area. The total estimated cost for the collars and 2 years of satellite service is $75,000.

The justification cites compatibility and prior research as the reasons for the sole source procurement, as the existing collars are required for consistent data acquisition in the study. ODFW has determined that other manufacturers' collars would not be compatible with the existing collars used in the research project.

Reason for Need:

The Wildlife Division (West Region Wildlife Research) has established an elk research study in cooperation with Oregon State University. ODFW currently has 90 Vectronic GPS collars in the study area and we need to deploy an additional 20 in February 2022. We need to have all the collars identical for consistent data acquisition.

Single of Multiple Purchases:

This is for a single purchase of 20 adult collars, 20 VITS and 20 calf collars.

Estimated Cost:

$75,000 including satellite service.

Research Leading to Determination:

• Supporting Documentation - A federal aid report is available upon request that includes information supporting use of the Vectronics GPS collars, and why other manufacturer’s collars may not work as well for this study.

• Compatibility – As indicated above, ODFW currently has 90 Vectronic GPS collars in the study area. The entire project is based on the GPS locations we receive from the collars, thus we need to insure compatibility with existing collars for consistency of data and to promote ease of data evaluation.

Analysis of Research / Findings of Fact:

Pursuant to OAR 125-247-0275(2)(a): Compatibility.

The collars requested are identical to 70 GPS collars currently on the study area, thus compatibility is not an issue. A federal aid report is available upon request that details issues (no compatibility) with other manufacturer collars.
