About this file

This document is a Sole Source Determination and Justification for the Oregon Department of Fish and Wildlife (ODFW) to procure two replacement gear boxes with motors and two replacement motors for two 1980s Beebe Bros Inc. lifts at a hatchery. The total purchase, including shipping, is estimated at $16,414. ODFW requires these parts to maintain the functionality of the lifts, which are used during spawning season and are critical for the agency's operations. The current motors are custom built and require constant replacement, creating safety and financial risks. ODFW has determined that Midwest Power Products, the company that purchased the rights to Beebe Bros motors, is the only source capable of providing the required custom gear boxes and motors that are compatible with the existing lift system.

The sole source justification is based on compatibility, as replacing the entire lift system would not be an effective use of funds. ODFW conducted research and found no other suppliers capable of retrofitting or using the existing equipment without a full replacement, which is not a viable option. The total purchase amount shall not exceed $17,000, and the replacement parts are needed to maintain the proper functionality of the lift system at the hatchery.

SOLE-SOURCE DETERMINATION & JUSTIFICATION

FOR SUPPLIES AND SERVICES

To: Contract Services

From: Christian Hargrove Date: 11/03/2021

Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:

Description of Goods or Services: provide 2 replacement gear boxes with motors and 2 replacement motors for 2 1980’s Beebe bro’s Inc lifts model 1E47360TF

Reason for Need:

The lift was installed in 1980 and we are currently having to rebuild a motor every other year as the motors are custom built to our application, we cannot have a spare onsite.

The motor typically breaks during use for spawning which creates safety and financial risk for the agency. The purchase is needed to maintain proper functionality of the lift.

Single of Multiple Purchases:

The total purchase shall not exceed $17,000 the breakdown is as follows 2- motors and gearbox assemblies $6,428.00 each x 2 = $12,856.00 2- spare motors with brakes $1,454.00 each x 2 = $2,908.00 Shipping est. $650.00

Estimated Cost: Total estimated cost $16,414.00

Research Leading to Determination:

ODFW tasked Ladco electric with finding an additional motor for mounting on the engine. Per conversations with their suppliers, these systems were designed in 1980’s and Beebe bros custom made each motor to gear box assembly (Prior to industry standardization).

ODFW conducted further research online and looked into other electrical motor suppliers, but none could supply one that fits.

Midwest Power (who purchased the rights to Beebe Bros motors) specially design and build for these motors, and after contact with the company they confirmed this and suggested one of 2 options: replace the whole lift (Est cost $50k plus), or, custom build a new gear box to replace the current one and design it with a mount that will fit any similar electric gear motor with brake. The custom build option seemed like the best and most effective use of funds and allows us to be better prepared for future spawning seasons and operation of the hatchery. Therefore, we have selected to move forward with the custom purchase as described in this document.

Analysis of Research / Findings of Fact:

Pursuant to OAR 125-247-0275(2)(a): Compatibility.

To effectively use what is currently in place we need a gear box that mounts to our current motor setup. Midwest power products shows that they specialize in Beebe Bros inc. motors and gear boxes and has done similar projects in the past to retrofit an existing lift with a single motor to build a new gear box that will accept any brands similar motor (i.e., 1.5 hp lift motor with brakes).

Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data.

Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project.

Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies, and Services are available from only one source may include but are not limited to considerations of: unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.

No other supplier was able to retrofit or use existing parts of equipment without total replacement of all lift components, which would not be effective use of our funds.
