About this file
This document is a Sole Source Determination & Justification for the procurement of Lotek Nanotag NFT-2-1 Freshwater VFH radio tags by the Oregon Department of Fish and Wildlife. The radio tags will be used to track the migration patterns and movements of Spring Chinook Salmon and summer steelhead smolts released in the Crooked River watershed. The Department requires 100 radio tags that weigh 0.3 grams or less, operate for 80 days, and are compatible with the existing Lotek radio receiver network being used to monitor fish at Opal Spring Dam and on the Crooked and Deschutes Rivers. The total estimated cost for the radio tags is $18,000.
The justification for this sole source procurement is that Lotek is the only supplier that can provide the radio tags with the required specifications to be compatible with the existing Lotek radio telemetry network. The tags have a proprietary code and frequency combination that is necessary for the study, and no other vendor can provide the necessary compatible and uniquely coded transmitters.

SOLE-SOURCE DETERMINATION & JUSTIFICATION
FOR SUPPLIES AND SERVICES
To: Contract Services
From: Gerald George Date:11/17/21
Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275 for:
Description of Goods or Services:
Lotek Nanotag NFT-2-1 Freshwater VFH radio tags operating on frequency 150.380. Tags must weigh
0.3 grams or less and operate for 80 days. Tag emits signals that contain coded identification numbers detected by Lotek radio receivers to identify induvial fish. Quantity 100 tags manufactured and received by December 31, 2021. Detection of radio tags by existing Lotek receiver network should be at least 200 meters.
Reason for Need:
Radio telemetry will be used to track the migration patterns and localized movements of individual Spring Chinook Salmon and summer steelhead smolts released in the Crooked River watershed to determine fish movement patterns, emigration routes, and fate; and to identify reaches or location(s) where fish may become misguided, lost to predation, parasites, or other factors before reaching the SWW. Radio tags need to be compatible with existing Lotek radio receiver network being used to monitoring of adult salmon and steelhead at Opal Spring Dam and on the Crooked and Deschutes River.
Single of Multiple Purchases:
Single purchase for radio telemetry study to be conducted in spring 2022.
Estimated Cost:
$18,000
Research Leading to Determination:
It is mandatory that tag transmissions are detected and properly coded by existing Lotek radio receiver network. Other vendors cannot provide compatible, unique, coded transmitters of the exact specifications needed to be detected by the existing Lotek network. The tags code/frequency combination used by this vendor are proprietary and unique.
The equipment used for this study will utilize and existing radio telemetry network operated and maintained by Portland General Electric and Deschutes Valley Water District. Equipment needs to operate on frequencies that receivers are listing for tagged adult fish including 150.380. Studies must also use Lotek radio tags to ensure sufficient detection range and be comparable/compatible with previous and ongoing studies associated with Pelton Round Butte smolt monitoring.
Analysis of Research / Findings of Fact:
Pursuant to OAR 125-247-0275(2)(a): Compatibility.
This purchase will add to an existing radio telemetry study that utilizes Lotek radio tags and Lotek tracking equipment. To be compatible with existing equipment, radio tags must be able to be detected by the existing radio telemetry receiver network and listening frequency of 150.380.
Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data.
Provide findings supporting your determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.
Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project.
Provide findings supporting your determination that the goods or services are for use in a pilot or an experimental project.
Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of:
unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.
Lotek is the only supplier that sells radio tags that meet the described specifications herein, and are able to be detected by existing telemetry and tracking equipment.
