About this file

This is a Sole Source Determination memorandum issued by the Department of the Air Force, 109th Airlift Wing (ANG) on 24 June 2026.

The 109th Airlift Wing seeks to procure transit advertising space for a recruiting bus advertising campaign targeting Albany County, Schenectady County, and Troy County in New York. The requirement is for advertising space on CDTA (Capital District Transportation Authority) transit buses in the local area surrounding Scotia, New York, where the 109th AW is located. The estimated acquisition value is at or below the simplified acquisition threshold. The sole source determination identifies Lamar Advertising as the only available vendor because it holds exclusive rights to all advertising space on CDTA properties, including transit buses, pursuant to a CDTA memorandum dated October 26, 2021. Lamar Advertising's exclusive rights extend through October 31, 2031, making it the only source capable of providing the required advertising space. The contracting officer, JOSHUA M. KING, MSgt, NYANG, has made this determination in accordance with RFO FAR 12.102(a), authorizing procurement from Lamar Advertising without competition.

DEPARTMENT OF THE AIR FORCE

109TH AIRLIFT WING (ANG)

ONE AIR NATIONAL GUARD ROAD

SCOTIA NEW YORK 12302-9752

24 June 2026

MEMORANDUM FOR RECORD

FROM: 109 MSG/MSC

SUBJECT: Sole Source Determination for CDTA Transit Advertising Campaign

1. In accordance with RFO FAR 12.102(a), this memorandum documents the decision and basis that only one source is reasonably available for the 109th Airlift Wing (AW) recruiting bus advertising campaign in Albany County, Schenectady County, and Troy County area. Because the

109th AW is located in Scotia, NY, it is logical to advertise in these areas to recruit residents within the local area. The estimated value of this acquisition is at or below the simplified acquisition threshold.

2. The basis for this restriction of competition is a Capital District Transportation Authority

(CDTA) memorandum dated October 26, 2021. According to the CDTA memorandum, Lamar

Advertising is the sole source vendor for all advertising space on CDTA properties, including transit buses, through October 31, 2031. Because CDTA holds exclusive rights to these properties, no other vendor can provide the required advertising space on these transit vehicles.

3. Therefore, in accordance with RFO FAR 12.102(a), I hereby determine that Lamar

Advertising is the only source available for this requirement.
