About this file
This sole source justification document proposes procuring various brand name IT equipment from Sterling Computers Corporation to build sixteen secure mobile communication systems known as SIPR Grip Kits for the Defense Threat Reduction Agency (DTRA). The procurement is valued at an estimated $725,000 and includes Dell, Viasat, PacStar, Cisco, and Gigamon components that have been validated as interoperable with existing DTRA IT systems. Introducing alternative or upgraded components could introduce incompatibility and interoperability issues, potentially degrading or stopping missions. As the market research and incumbent contractor's performance on contract HDTRA1-20-C-0078 demonstrated its ability to provide the exact equipment, soliciting this follow-on procurement directly from Sterling Computers Corporation will most effectively fulfill the requirement while preventing delays and redundant costs.

SOLE SOURCE DETERMINATION
SIPR Grip Kits
1. Description of Supplies The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure various brand name IT equipment to build and configure a quantity of (18) secure, mobile communication systems referred to as SIPR Grip Kits. DTRA requires the following brand name items in order to configure and build 18, SIPR Grip Kits compatible with existing DTRA IT infrastructure:
• Dell Wyse 5470 with Intel Wireless-AC9560 and Intel Celeron N4100;
• Viasat IP Encryption;
• PacStar (travel system): Thin Client, NetCloud Mobile Essential Plan, cellular antenna, Wi-Fi antenna, and power supply;
• Cisco Stealth Watch network adapters; and
• Gigamon: Test Access Points (TAPS), transceiver
These specific items are able to be used with existing DTRA hardware and software without special adaptation or modification. DTRA designed secured mobile communications and cyber capabilities, and each of the above components is built to work optimally together. Utilizing alternative hardware and software components, to include upgrades of the same make/model, raises risks of incompatibility and creates potential for work stoppages.
2. Estimated Value Estimated Total Price: $725,000.00 which allows for a 4.1% escalation in price from DTRA’s FY20 procurement of SIPR Grip Kits.
3. Statutory Authority
The authority for this sole source action is 41 U.S.C 1901 and FAR 13.501.
4. Basis for this Action The items specified in section 1 have all been validated as able to perform interoperably with existing
DTRA IT systems. These items provide optimal performance for DTRA once all components have been joined together into the SIPR Grip Kit. Introduction of alternative components, to include upgrades of the same makes/models, into the SIPR Grip Kit will increase the risk of incompatibility and interoperability with existing DTRA IT infrastructure, likely resulting in mission degradation at minimum, or full work stoppage by the DTRA representatives and directorates reliant on their use away from DTRA facilities.
Additionally, any potential new components, also including upgrades to the same makes/models, must be vetted through the DTRA and/or DoD CIO before procurement and use. Any delay added as a result of required revalidation renders the search for alternatives time prohibitive. Even after validating alternative components, DTRA would have to test for compatibility and interoperability to ensure the solution performs as intended. So long as the individual brand name Grip Kit piece parts remain available commercially with no change in model, or version, DTRA will receiveconfigurable Grip Kits of proven performance capability, already in use, utilizing the required components which have prior/current DTRA
CIO approval for use.
The vendor of the most recent, and competitively awarded, contract HDTRA1-20-C-0078, Sterling
Computers Corporation, has demonstrated their ability to provide the exact makes/models required for the
CIO approved SIPR Grip Kits. As market research for this purchase is still valid, and in order to most

effectively ensure mission success for this supplementary requirement, it is proposed that the current vendor be directly solicited for these same items again via a logical follow-on contract. This will prevent unacceptable delays in fulfilling this requirement as well as potential duplication of costs for testing and validation of differing products.
5. Actions to Take Based on Market Research and past history, these supplies may be obtained via competition amongst women owned small businesses as a commercial requirement. This avenue should be reconsidered if future procurement of these same items is no longer possible due to outdated technology.
