About this file
This is a Sole Source Procurement Determination document from the Oregon State Treasury, dated June 2, 2025, approving a non-competitive procurement from the Center for Internet Security, Inc. (CIS). The Treasury seeks to procure Albert sensor monitoring services consisting of two line items: small monitoring services and medium monitoring services at different locations. The contract represents an annual engagement with a maximum term through June 30, 2025, and follows a previous Intrusion Detection System management and monitoring services contract that Treasury solicited in 2018. The procurement professional identified is Josh Woodmansee.
The anticipated contract amount is $145,000. The sole source determination was approved based on findings that CIS operates as the designated Multi-State Information Sharing and Analysis Center (MS-ISAC), recognized by the U.S. Department of Homeland Security, and is the only organization mandated to provide government-focused cybersecurity services through federal partnerships with the Cybersecurity & Infrastructure Security Agency (CISA). CIS's specialized threat intelligence, real-time monitoring, and cybersecurity assessment services are proprietary and exclusively available to government entities through MS-ISAC membership, with no viable alternatives available through commercial providers. The procurement was approved by the Treasurer on June 4, 2025.
