About this file
This is a Sole-Source Determination and Justification document from the Oregon Department of Education, prepared by Contracting Officer Hannah Pavan on October 29, 2025. The document justifies a sole-source contract with OregonASK to provide services supporting the 21st Century Community Learning Centers (21st CCLC) program. The services include logistical coordination, registration support, and on-site staffing for the Spring 21st CCLC Program Directors meeting, as well as access to OregonASK conference sessions aligned with 21st CCLC objectives including quality improvement, equity, and evidence-based practices. The contract is required to fulfill mandatory attendance requirements for all 21st CCLC grantees at the Program Director meeting scheduled immediately prior to the statewide Expanded Learning Conference hosted by OregonASK. No specific response dates, bidder conferences, or site visits are mentioned in the determination.
The estimated contract value is $9,950.00. The justification for sole-source procurement is based on OregonASK being the only Afterschool Network in Oregon with statewide reach and the sole organization hosting the Expanded Learning Conference on the scheduled date. The determination notes that the 21st CCLC grant is the only federal funding source dedicated exclusively to before school, afterschool, and summer learning programs. The contracting officer concludes that the sole-source contract will not substantially diminish competition, as OregonASK is uniquely positioned to provide the integrated services and OregonASK is the only organization of its nature with reach across Oregon. The contract will be issued under the authority of OAR 125-247-0275 with reasonable effort made to ensure competition.
