About this file
This document is a Sole Source Justification for the Federal procurement of Holstein or Holstein Cross-Bred Milking Dairy Cows. The estimated dollar value is not provided, and the anticipated period of performance is a one-time purchase in July 2024. The requirement is to acquire the dairy cows for use in research on the susceptibility of cattle to highly pathogenic avian influenza (HPAI) viruses. The cows must meet specific technical requirements, including breed, age, disposition, production levels, health history, and proximity to the research facility. The USDA Agricultural Research Service intends to award a sole source contract to Iowa State University, the only known source that meets the requirements. A sources sought notice was posted, but no other qualified responses were received. No solicitation package will be issued, and this notice is not a request for competitive quotes, though interested parties may identify their capability to the government by the specified deadline.

Sources Sought posted to SAM.gov on 6/28/2024 and closed on 7/1/2024, no responses were received.
5. Market Research conducted and attached to this document? If not, explain.
Highly Pathogenic Avian Influenza has been confirmed in dairies in Iowa and multiple other states. This is an emerging animal health, food safety, as well as public health issue. It is important to understand the consequences of HPAI infection in cattle as a risk to cattle health and milk production as well as assess the potential risk to humans if HPAI is mammalian adapted for the sake of public health.
Purchasing Holstein milking dairy cows for this essential project will support this vital research mission. The animal study has focused on lactating dairy cattle particularly Holsteins. With the importance of having a lactating cow that must be milked twice a day, the distance from the lab facility becomes important as milking cows will need to adhere to strict timeframes for production purposes and don’t travel as well. Iowa State University is a local source that has high quality Holsteins already milking that meet our requirements for distance travelled, sourced from the same facility, calm disposition (as the animals will be housed in containment upon arrival) and complete medical records on each animal due to the numerous animal health requirements. While there may be other Holstein dairies within the state, Iowa State University offers a unique research background that the animals are already subjected to and will be able to acclimate better upon arrival.
6. Is this a new requirement or a follow-on to an expiring award?
New requirement Follow-on to an expiring award
7. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry. Please note whether any additional follow-on work is anticipated in response to the current proposed effort.
Technical Requirements for this purchase include:
Breed – must be Holstein or Holstein Cross Milking Dairy Cows Age – 1-6 years of age at the time of delivery. Date of Birth shall be verified by Technical Point of Contact prior to animal arrival.
