About this file
This is a Sole Source Determination and Justification document submitted by the Portland Air National Guard (PANG) to the State Chief Procurement Officer at the Department of Administrative Services regarding a cable barrier system repair for the agency's perimeter fence. The procurement concerns the repair of a cable barrier system that was damaged by a neighboring property, which has rendered PANG's perimeter fence non-compliant with high-security specifications. The repair involves a specialized cable barrier system engineered to meet UFGS section 21 31 13.53 requirements, including K4 vehicle crash rating standards designed to stop a 15,000-pound truck traveling at 30 miles per hour. The intended procurement completion date is on or before March 14, 2025. No site visits or bidders' conferences are mentioned in this sole source justification document.
The estimated total contract value is $66,960.00 for the repair work. The sole source justification is based on compatibility under OAR 125-247-0275(2)(a), as Black Security Products installed the original engineered system and maintains the existing certification for PANG's perimeter fence. The document establishes that using any alternative contractor would necessitate replacing the entire cable barrier system with new engineering and installation, resulting in costs exceeding $500,000. The procurement is justified to maintain existing certification, reduce funding and contract procurement timelines, and avoid substantial additional expenditures. The contract was approved on March 10, 2025, by Tod Hyland, Oregon Military Department Supervisor. Funding source information is not specified in this sole source determination document.

Part A
1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H
2. Estimated Total Value of Contract: $66,960.00
3. Subject of Contract: Cable Barrier System for perimeter fence
4. Background:
- Portland Air National Guard (PANG) is preparing to repair the current cable barrier system that was damaged by a neighboring property. The current damage means PANG’s perimeter fence is out of spec on a high security property, thus leading to this being a hot item.
- It is the intent of PANG to purchase this on or before March 14th, 2025.
- The repair of the cable barrier system is a specialized repair that is currently under a certification per the UFGS section 21 31 13.53. If another contractor is used, the entire perimeter fence will require a new system, new engineering and new installation costing well over $500,000.
- This company has installed an engineered system specific to our property and requirements.
- The estimated repair cost is $66,960.00
- As stated above, this procurement method is necessary to reduce the timeline of funding and contract procurement, in addition to keeping existing certification in place.
- The contractor is Black Security Products, who installed the initial system and carries the existing certification for the PANG perimeter fence.
5. Findings:
A. Market Research Overall Finding.
UFGS Section 32 31 13.53

4-022-03: "The anchoring system: deadman dimensions or other anchoring systems and burial depth, eye-bolt embedment depth, etc. must be designed for local soil conditions and the anticipated impact force established by the threat parameters defined in the UFC 4-022-02."
Principle Characteristics of the Cable Barrier system (Deadman System):
1. Specifications to be read in conjunction with project drawings.
2. Cable Barrier shall be engineered by a licensed structural engineer and shall meet K4 vehicle crash rating requirements.
3. Cable barrier shall be engineered to stop a 15,000lb truck traveling at 30mph.
4. Cable Barrier shall be based on a crash-tested design that was tested by a third party crash-testing facility.
5. Cable Barrier shall utilize 12” x 12”x .5” HSS terminal, line and end bollards.
6. Cable Barrier shall be constructed of all galvanized components.
7. Cable Barrier shall utilize tamper-proof wire rope terminal connections.
8. Integrated tensioning capability for tension adjustments.
9. Cable Barrier shall utilize field adjustable fittings for easy installation.
Hydraulic swaging, spelter sockets and other non-adjustable fittings shall not be utilized.
10. Cable Barrier cables shall be galvanized Independent Wire Rope Core.
11. Cables shall be located at 35 and 40” above grade +/- 1”.
12. Manufacturer shall provide detailed installation drawings and written instructions to the installing contractor.
13. Installing contractor shall install the barrier per manufacturer requirements.
14. Reinforcing cables must be terminated to concrete deadman anchors.
15. Anchors are to be placed at intervals of 200feet on the secure/protected side of the perimeter fencing.
16. Offset deadman anchors from fence at the minimum distance required to avoid interference with post and to allow maintenance access to the turnbuckles, clamps and other accessories.
17. See 4-022-03 2.11.1.1 for further details on the cable connections.
Contractor to certify the above work meets these requirements. PANG has a current certification held by Black Security Products.
