Respondents are explicitly prohibited from hand-delivering, mailing, telephoning, faxing, or emailing offers, with electronic submission through the OpenGov platform being the only acceptable method. The document indicates that this is a targeted procurement with specific technical requirements that may limit potential vendors, hence the sole source designation and invitation for vendors to review documentation to confirm their ability to meet the county's specific needs.
