All personnel responsible for developing, reviewing and approving a single source determination shall ensure that sound business judgment is applied in researching, documenting and approving such actions.

The rationale for a single source determination is not constrained by this form. If filled out electronically, the form will expand to the written narrative. If not available electronically, the drafter shall attach continuation sheets to ensure rationale is fully supported.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION

THRESHOLD AS DEFINED IN FAR 2.101

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

QUOTE/SOLICITATION NUMBER:

ESTIMATED AMOUNT (Not exceeding $250,000):

DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: There is an 18” main sewer line that has collapsed on the corner of 4th Street and D Street. Approximately 150ft of sewer line are needed to be replaced to repair the sewer break. Due to the proximity of high voltage underground power lines, 3 manholes are required to install and reroute the replacement sewer line. The collapsed sewer line is to be filled and abandoned in place. Disinfection of contaminated soil is required prior to backfill and compaction.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED: The segment of collapsed sewer line is a main arterial sewage line that serves the entire east side of NAS Corpus

Christi, east of Lexington Avenue and south of D street. This serves all of NASCC Admin/Triad, Emergency Operation Center, Hospital, Fire, Security, CNATRA, Fleet and Family Support, Housing, UH, NEX, NOSC, CCAD, Navy Relief, Navy Lodge, PSD, Vet Clinic, Navy College, Chapels, USPS, Commissary, Bank, BCO, CDC and Youth Center, and all other MWR functions. The collapsed line created a sink hole and currently allows a stream of flowing wastewater through the break. Upon attempting shop forces to repair, the line continued to break, due to its age and deteriorated condition. The break has gone beyond the length of available materials and equipment of shops force and, at any time, collapse of the conduit of openly flowing wastewater could occur. We are currently pumping solid effluent from manhole to manhole with a borrowed pump from NAS Kingsville reducing their capability for emergency response as well. We will not be able to continuously bypass the collapsed line for an extended period of time. Water and wastewater services will eventually need to be suspended until this can be repaired to prevent further damage and contamination.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: The Government reached out to local contractors with the capabilities and resources to perform the sewer line repair expeditiously. GFP’s ability to fulfill the requirement will not only ensure serviceability and restoration of sewer system servicing over 50% of NAS CC population, but also prevent environmental violations that could carry fines up to $25,000/day.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE: IAW FAR 6.302-2 GFP Group can mobilize immediately to make the emergency sewer line break repairs and minimize further damage. If the government were to procure this requirement in a competitive environment, the result will not only include a delay in contract award but possible further deterioration of the adjacent sewer lines and more soil contamination. If we do not repair immediately, Environmental will have to report to TCEQ, and a follow on CCIR.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED: This requirement is a one-time procurement action due to the emergent nature of the repair. A project is being developed to replace the aging sewer piping system in NASCC.

I certify that the statements above are complete and correct to the best of my knowledge.
