About this file
This is a sole source justification memorandum for an OEM overhaul of a Stern Ramp Winch through Trident Maritime Systems - Heavy Equipment Group, with a performance period of December 16, 2024 - January 1, 2025. The document justifies the use of other than full and open competition for this acquisition under the simplified acquisition threshold.
The justification cites multiple reasons for sole sourcing to Trident Maritime Systems: they are the Original Equipment Manufacturer (OEM) with exclusive licensing rights, the equipment is designated as critical ship equipment (under SMS procedure 10.6.002-01-JHSV), and the Stern Ramp Winch (Model F120343) requires precise form, fit and function compatibility for the EPF class ships' loading operations. The document emphasizes that using any other vendor would pose unacceptable risks to mission success and increase sustainment costs, as Trident Maritime Systems is the only vendor with the required technical data and diagnostic tools to properly service the USS BRUNSWICK's stern ramp infrastructure. The stern ramp system is described as an integral part of the ship's Mission Bay package, essential for loading/unloading cargo and mission preparedness.

Provide evidence of the exclusive licensing agreement as an attachment to this document.
(NOTE: If there is more than one distributor / authorized technical representative, then use Part B Brand Name.)

The Stern Ramp on the EPF class ship is special made by the OEM for this ship. As such, they are the OEM for service and parts. Other similar products or products do not meet and cannot be modified to meet MSC and the requirements.
C. Unusual and Compelling Urgency: The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits. Urgent requirements are supplies or services that will result in work stoppage, or are mission critical and the routine processing time would injure the Government. The determination that the procurement for the above is an urgent and compelling requirement is based on the following:
1. Date on which the requirement was identified:
2. Period of Performance:
If the difference between a. and b. is more than one week, explain the delay in submitting the requirement.
3. Estimated production lead time: N/A
4. Explanation of why delivery / commencement of services by the date required is
4 Ver 2.0 (01 July 2018) needed: (explain the impact to the mission, any special circumstances or conditions, etc.)
This is an integral part of the ships Mission Bay package and essential for mission success. The Stern Ramp is necessary to load and unload cargo per mission requirements. When the ship is at port the ramp is needed to supply the ship with essentials and to prepare for upcoming missions.
The ship is required to have this system operational for mission preparedness and operational use.
Trident Maritime Systems is the only capable OEM technical services that are fully compatible with providing repair parts to the existing Ships Stern Ramp infrastructure for the USS BRUNSWICK. The shipboard Stern Ramp Winch when overhauled, will form part of an integrated enterprise which already contains similar components, introducing alternate, untested products is not authorized and poses an unacceptable risk to the success of the missions to be performed, and would impose additional costs to the enterprise as a whole in terms of sustainment support. Obtaining Trident Mari expertise for the Stern Ramp Winch Overhaul will ensure that General Technical Requirements (GTR) can maintain compliance with JHSV.
