About this file
This is a Sole Source Justification document for a Building Automation System (BAS) service contract.
The Defense Threat Reduction Agency (DTRA) is acquiring comprehensive systems integration, administration, and hardware replacement services for the Building Automation System at DTRA Building 20336, with the scope limited strictly to controls system hardware and software logic, excluding all physical mechanical HVAC plant equipment. The contract structure consists of a one-year base period with four one-year option periods, with an estimated total value of $196,438.01 for the full five-year period. The sole source award to Automated Control Systems, Inc. (ACSI) is justified under 41 U.S.C. 1901 and FAR 13.501 based on three primary factors: substantial duplication of cost (an estimated $23,480.00 premium if awarded to another contractor due to mandatory 120-hour system discovery and reverse-engineering requirements), mitigation of unacceptable mission delays and risk (ACSI is the exclusive manufacturer-authorized Local Distributor Partner for Distech Controls in the Albuquerque, NM region with the only local inventory of OEM-certified parts necessary to meet the mandated 24-hour maximum system downtime), and proven absence of viable competition (market research including a formal Request for Capability Statements on SAM.gov and review of ten SBA-provided small businesses confirmed no other local firm possesses the mandatory dual certifications in Distech and Niagara 4 systems). As a condition of this sole source award, the contractor is required to provide a complete "Site-Specific Configuration and Turnover Package" at the end of the contract period to enable full and open competition for future acquisitions of this service.

Sole Source 20336 HVAC Building Automation Controls Service Contract Simplified Acquisitions < SAT – See FAR 13.106-1
1. Description of Supplies/Services to be acquired:
This action is to acquire comprehensive systems integration, administration, and hardware replacement services for the facility’s Building Automation System (BAS) at DTRA Bldg.
20336. The scope is strictly limited to controls system hardware and software logic; all physical mechanical HVAC plant equipment is explicitly excluded. The contract structure will be a one-year base period with four (4), one-year option periods.
2. Estimated Value:
$196,438.01 for the full 5 years (Base yr. + 4 - 1 yr. options).
3. Statutory Authority:
The authority for this sole source action is 41 U.S.C 1901 and FAR 13.501, as implemented by FAR 13.106-1(b)(1).
4. Basis for this Action:
In accordance with FAR 13.106-1(b)(1), an award to Automated Control Systems, Inc. (ACSI) is justified as the only source reasonably available to perform these services without the Government experiencing substantial duplication of cost and unacceptable mission delays. This determination is based on the following combined factors:
Substantial Duplication of Cost: Awarding this contract to any source other than the original system programmer would force the Government to pay an estimated non-recoverable duplicated premium of $23,480.00. The Government's cost analysis (Attachment C) documents this cost, which is comprised of a mandatory 120-hour "System Discovery" phase for a new contractor to reverse-engineer the as-built logic of the 650+ sensor network, and 80 hours of associated Government escort labor. The original installation contract did not secure the delivery of the site-specific configuration files or administrative credentials; therefore, this System Discovery phase is a direct result of the Government's lack of a technical data package.
Mitigation of Unacceptable Delays & Mission Risk: The Performance Work Statement (PWS) mandates a 24-hour maximum system downtime on an air-gapped system where remote support is impossible. Market research confirmed that ACSI is the exclusive, manufacturer-authorized Local Distributor Partner (LDP) for Distech Controls in the Albuquerque, NM region, holding the only local inventory of new, OEM-certified parts.
Any other source would be forced to order parts, making it physically impossible to meet the 24-hour uptime mandate and exposing the critical DTRA mission to unacceptable delays and risk.
Proven Absence of Viable Competition: Extensive market research, including a formal Request for Capability Statements on SAM.gov, proved a lack of viable competition. A review of ten (10) SBA-provided small businesses confirmed that no other local firm possessed the mandatory dual certifications (Distech and Niagara 4) required by the
