SOL-CI-15-00006 Synopsis Questions and Answers

1. Q: In reviewing the draft PWS, I wanted to confirm that a company can bid on part of the proposal vs. the entire proposal as there seems there will be multiple awards for this (future) solicitation. For example, there seems to be Program Management level work in addition to the specific technical work. Unless, the technical work doesn't require specific years experience, etc.

A: No, an offeror cannot propose to perform on only part of the Solicitation Performance Work Statement. When the solicitation is released, it will include instructions (Section L) and evaluation criteria (Section M) applicable to the solicitation.

2. Q: Will this solicitation require the contractor to submit past performance information versus a demonstration via work experience of individual team members? (i.e. as it relates to newly formed organizations).

A: The solicitation is anticipated to be released by the end of September. When the solicitation is released, it will include instructions (Section L) and evaluation criteria (Section M) applicable to the solicitation.

3. Q: We are wondering about the 9/10 response date posted with the pre-solicitation announcement. Can you explain what this date refers to?

A: This is an erroneous system generated date. There is no response date associated with the pre-solicitation notice. The date has been removed by the FedConnect help desk as of 09/08/2015.

4. Q: I see this opportunity was listed this week on FedBizOpps, but the date on the Fed Connect site was 2014. Has it come back up again for Sources Sought?

A: No, the current posting is the Pre-solicitation notice which was released on 9/1/2015. The current synopsis is available both on FedBizOpps and FedConnect.

5. Q: Am I correct in understanding that this is a Pre-Solicitation notice for the solicitation referenced above, and that in order to receive the solicitation, a firm must register by 9.9.15?

A: Registration is not required by 9/9/15. However, any interested parties must register and have a FedConnect account in order to respond to the solicitation. Therefore, a firm should register and establish a FedConnect account in sufficient time to submit their proposal by the due date established in the resultant solicitation.
