USAID LOCAL EMPOWERMENT ADVANCING DEVELOPMENT (LEAD)

SOLICITATION 72065620R000022

QUESTIONS AND ANSWERS

ATTACHMENT 2

I. TECHNICAL ISSUES

1. How will USAID assess sustainability and development results in Mozambique based on strengthening the organizational capacity of local partners.

The purpose of the LEAD activity is to increase the sustainability of Mozambican CSOs, improve their institutional capacity to effectively implement their agenda, and to contribute to development outcomes in Mozambique. By building the capacity of local CSOs to plan, finance, and implement solutions to local development challenges, the Mission will help ensure the sustainability of development initiatives and will broaden the partner base for future initiatives.

Ultimately this will create a pool of qualified, USAID ready local organizations that are eligible to receive, and capable of managing future USAID program funds as well as funding from other donors and sources. The offeror will assess the sustainability of local CSOs by conducting a baseline survey to establish the pre-intervention conditions. The baseline survey will inform the development of tailored capacity building interventions and will provide a basis for monitoring activity results and impacts. USAID will plan for and commission an external evaluation to take place at mid-term of the activity. The evaluation will assess progress toward the objectives and achievement of annual targets.

2. What does USAID mean by strengthening the organizational capacity of local partners?

USAID strongly emphasizes the importance of capacity development to improve development results by increasing local ownership, sustainability, and partnerships with other local organizations, donors, the public sector, and other stakeholders. In simple terms, an organization’s capacity is its potential to perform - its ability to successfully apply its skills and resources to accomplish its goals and satisfy its stakeholders’ expectations. Organizational capacity refers to resources, knowledge, and processes employed by the organization. For example: staffing; Infrastructure, technology, and financial resources; strategic leadership;

program and process management; and networks and linkages with other organizations and groups. The aim of strengthening the capacity of organizations is to improve their potential performance as reflected by their resources and management.

3. Which are the priority Provinces for this award /alternatively which provinces does

USAID/Mozambique currently operate or expect to operate in for purpose of this award?

Please refer to section C.3.2. The offeror should be flexible in geographic targeting and be prepared to operate in any of 11 provinces. The LEAD activity geographic focus will be based on the needs and directed by USAID Technical Offices.

4. Is there a limit on the proportion of the total prime contract budget that may be subcontracted?

FAR 52.215-23 Limitations on Pass-Through Charges limits subcontracting to not more than 70 percent. The offeror shall identify in its proposal the total cost of the work to be performed by the offeror, and the total cost of the work to be performed by each subcontractor, under the contract, task order, or delivery order.

5. Please clarify whether international organizations are eligible to participate in

USAID|LEAD, as a subcontractor to a local organization?

Yes, an international organization can be proposed as a subcontractor.

6. A number of elements will be disclosed and/or clearer when TO are issued (e.g.:

description of CSOs that will benefit every year, specific interventions required/planned, LoE required per organization and in total). As mentioned in Section C, C.1 “the exact services to be provided will be tailored to the individual needs of each organization at the organizational and individual level”. Thus, is it correct to assume that:

a) At this point, the financial proposal should include only unitary labor and other costs and not an overall cost?

b) LoE and budget (for 5 years) will be based on previous experience (including educated guesses for the future)?

Please note that LEAD is not an IDIQ contract with Task Orders. LEAD will be a Cost Plus

Fixed Fee (CPFF) contract. FAR 16.301- Cost-reimbursement types of contracts provide for payment of allowable incurred costs, to the extent prescribed in the contract. These contracts establish an estimate of total cost for the purpose of obligating funds and establishing a ceiling that the contractor may not exceed (except at its own risk) without the approval of the contracting officer.

Answer to (a) - Please refer to the USAID budget template.

Answer to (b) - The budget is an estimate based on the organization's understanding of the scope of work as defined in the solicitation.

7. The RFP mentions:

a) in Section C.1 that “USAID/Mozambique anticipates awarding a single CPFF completion type contract to a local firm for up to $4.94 million for five years to provide organizational capacity development support to a set of target local CSOs.”

b) in Section C.2.2 that “USAID will guide the contractor on the most appropriate approach for better coordination with other donors, and mutually beneficial collaboration with the government, as well as with public and private institutions.”

Can you provide clarity on whether the target of capacity building activities under the

Lead Contract will also include Government institutions?

Capacity building interventions under LEAD will only be provided to the local Civil Society

Organizations that are either current partners or potential future partners of USAID.

8. Taking into consideration previous experience, a full-time CoP, OD Specialist and

Ops/Admin Director might be less cost-efficient. Can the Offeror propose a different scenario that will ensure the expected delivery and quality?

The key personnel that are identified in the solicitation must be part of the staffing plan.

9. Can the management team also be composed of foreigners?

USAID seeks to emphasize its support for capacity building and professional development of

Mozambican staff. The Offeror is encouraged to maximize use of local experts in key positions over the life of the contract.

10. What are the priority areas for the capacity building for the organizations?

Please refer to page 9 of the RFP. This activity will provide support to local organizations in the following sectors:

• Health (including HIV/AIDS, malaria, tuberculosis, maternal and child health and family planning, and nutrition)

• Democracy and Governance

• Education

• Agriculture

• Environment

• Business

• Water, sanitation, and hygiene.

11. What is the estimated period of performance of the project?

5 years.

12. What are the geographic sites for implementation of activities?

Please refer to section C.3.2. The offeror should be flexible in geographic targeting and be prepared to operate in any of 11 provinces. The LEAD activity geographic focus will be based on the needs and directed by USAID Technical Offices.

13. Are the women’s initiatives allowed to promote income generation and entrepreneurship?

The proposed initiatives are not covered under the scope of this activity.

14. Please provide details/explanation of Annex J4

If the question is referring to Attachment J.4(YR1 workplan template). Please the link below:

https://www.usaid.gov/mozambique/documents/usaid-local-empowerment-advance development-lead-project

15. What are the eligible and ineligible items for purchases?

It is the recipient's responsibility to ensure that costs incurred are in accordance with the applicable cost principles, meaning the costs are:

(1) reasonable: costs which are generally recognized as ordinary and necessary and would be incurred by a prudent person in the conduct of normal business

(2) allocable: incurred specifically for this award; and

(3) allowable: conform to any limitations in this award.

16. Can the costs of office income, water and electricity be budgeted?

Note clear on “office income”. Water, electricity, office rent, etc., are Other Direct Costs and examples of allowable costs. Please refer to the USAID budget template

17. How USAID will share information regarding the results achieved in implementing the project.

Please refer to Section F for a list required reporting. Results achieved under the LEAD contract will be disseminated with relevant stakeholders.

18. USAID, in this section, can finance activities that integrate the strengthening of the inspection capacity of the Provincial Assembly, the capacity to implement the Government and guarantee the local autonomy of organizations through competencies.

Please note the LEAD activity will not be providing organizational capacity strengthening intervention to the GRM.

19. Can the existing local capacity development (2014 to 2019) award final project report be made available to all bidders?

Please refer to the Local Capacity Development IQC – Task Order 1 and 2 Evaluation:

https://www.usaid.gov/mozambique/documents/local-capacity-development-activity-performance-evaluation-improving-organizational

20. Can USAID please clarify this statement? "USAID/Mozambique expects to support current local partners as well as help transition key sub-partners to become prime implementers. This will require concrete and detailed transition plans that show how international prime partners will transfer the necessary skills and capacity. USAID will facilitate any interactions with international prime partners in these cases." What role is

USAID referring to here for international organizations?

If a local sub-partner of USAID is selected to receive organizational capacity strengthening services by LEAD, the international prime will be required to work closely with

USAID/Mozambique and LEAD.

21. L.4 General Instructions to Offerors (p.94): In section L.7 General Instructions to offerors, USAID states, “Technical Proposal is strictly limited to no more than 20 pages in length excluding annexes. PAGES BEYOND 20 WILL NOT BE EVALUATED.” Can

USAID kindly clarify whether offerors are permitted to include an acronym list, or cover letter or if those items will be counted within the 20, page limit?

The RFP will be amended to allow for an acronym list - not exceeding one page. This will bring the Technical Proposal to a total of 20 pages. Offerors are required to submit a cover letter as described in page 95. The letter must not exceed one page and must include the following:

• Name and contact information of the primary offeror

• RFP name and number

• Date of submission

• Name of any consortium members/partnerships, if applicable

• The offeror’s DUNS number.

22. L.6 Instructions for the Preparation of the Technical Proposal (p.95 - 96): Section L.6

C) Executive Summary (not to exceed 2 pages)

D) Technical Approach (not to exceed 10 pages)

E) Personnel and Management plan (not to exceed five pages

The total number of pages allocated above is 19, Can USAID kindly clarify whether offerors may include the additional page in the technical approach (totaling 11 pages)?

The RFP will be amended to allow for an acronym list - not exceeding one page. This will bring the Technical Proposal to a total of 20 pages.

23. L.6 Instructions for the Preparation of the Technical Proposal (p. 95): PART 1-

Instructions for the preparation of the Technical Proposal states, “Pages shall be written in

English, using Microsoft Word, Times New Roman, 11 point font on standard 8 1/2" x 11" paper (210 mm by 297mm paper), single spaced, each page numbered consecutively, and no less than 1” margins on all sides. Footnotes, charts, and tables will be included in the page limit requirement.” Will USAID consider allowing 10 point font for text included in footnotes, charts, and tables?

Please review and follow the instructions which are provided in section L.6. Offerors must adhere to the provided instructions to ensure that their proposals are not disqualified for not following the instructions.

24. L.6 Annex 7: List of Past Performance Information (p.97): In Section L, Annex 7: List of

Past Performance Information USAID states, “The offeror should describe experience implementing activities of similar size and scope, including past performance demonstrating their ability to address gender gaps and to empower women and girls. This can include a description of both prime and any consortium member/partner experience.

The offeror must provide a list of all its contracts, grants, or cooperative agreements for efforts similar to the work in the subject proposal during the past five years. The most relevant indicators of performance are contracts of similar size, scope, and complexity.

• The performance location

• Award number (if available)

• A brief description of the work performed

• A point of contact list with current telephone numbers, email address, name and title of someone, outside of the applicant/offeror organization, who supervised/oversaw the activity. Experience implementing relevant programs, addressing gender gaps, and empowering girls in addition to the relevant Past

Performance Information sheets (offerors and consortium members) from the last five years of up to one page per project?

Can USAID confirm whether offerors may submit a narrative description of consortium experience implementing relevant programs, addressing gender gaps, and empowering girls in addition to the relevant Past Performance Information sheets (offerors and consortium members) from the last five years of up to one page per project?

As stated on page 97 of the RFP, In addition to the relevant past performance indicator information, the offeror should describe their experience implementing activities of similar size and scope, including past performance demonstrating their ability to address gender gaps and to empower women and girls.

25. We look forward to make a detailed assessment of local partners for engaging in the program for capacity building. Therefore, we would like to ask as if providing with the

NGO names will be mandatory for the submission of the proposal. Our understanding is that the list of USAID’s approved NGOs will be provided at a later stage. Request elaboration.

Please note that the contract holder will not be providing technical (health, agriculture, WASH, etc) capacity strengthening intervention to local CSOs. Please refer to page 9 of the RFA for a list of areas the selected offeror will be providing organizational capacity interventions to select local CSOs, based on the needs of USAID’s technical offices.

26. In case of a necessity, can the proposal design include sub-contracting of certain components, e.g. care and treatment of HIV/AIDS affected persons. If allowed, will it be necessary to indicate name of the sub-contractors in the proposal design or they may be identified after receiving the award?

Yes. Subcontracting is permitted and subcontractor name should be identified both in technical and cost proposals.

27. Can we include the construction of boreholes for improved access to clean water in the reasonable infrastructure/construction components’ in the proposal?

No construction component is included in the activity.

II. FINANCIAL ISSUES

28. Under cost reimbursement mode of payment is an advance allowed and are there conditions attached to the issue of advances? Also clarify if payment may be by milestone or another acceptable basis.

- It might be allowed at the Contracting Officer discretion.

- For the proposed type of contract no milestones are defined. Contractor will be paid under cost reimbursement basis.

29. Is there any further guidance on fixed fee rate or is this entirely left to bidders?

FAR 15.404.4 -For cost-plus-fixed-fee contracts, the fee shall not exceed ten (10) percent of the contract’s estimated cost, excluding fee.

30. L.7 Labor Costs (p.103) In section L.7 Labor Costs, USAID states, “In the case major subcontractors are included as part of the proposal submission, the offeror should include information of major subcontractors in the cost proposal. Major subcontractors are those whose proposed involvement is anticipated to exceed 20% of the costs in task orders and would require approval by the IDIQ CO in accordance with FAR part 52.244-2 and part

44.202-2.”

Can USAID please confirm whether major subcontractors will receive CO approval at the

IDIQ stage?

USAID is negotiating a Direct Contract for LEAD activity, not an IDIQ. Offerors should include all major subcontractors costs in their cost proposals. All costs will be evaluated to determine the reasonableness and allowableness of the proposed costs.

31. Can the costs of office income, water and electricity be budgeted?

Note clear on “office income”. Water, electricity, office rent, etc., are Other Direct Costs and examples of allowable costs. Please refer to the USAID budget template.

32. At this point, the financial proposal should include only unitary labor and other costs and not an overall cost?

Please refer to the USAID budget template.

33. If the answer to a) is NO, then is it fair to assume that, given the unknowns, the proposed annual workload, LoE and budget (for 5 years) will be based on previous experience (including educated guesses for the future)?
