ATTACHMENT J.10 - Climate Risk Screening Management (CRM) Matrix

Commodities for Health: Ensuring Guaranteed Access and Reliability (CHEGAR) Activity Climate Risk Screening Management (CRM) Matrix – Summary

USAID/Mozambique July 2019

The primary goal of the CHEGAR is to improve the availability of medical commodities at the site level where needed for testing and treatment to enable the achievement of USAID and Ministry of Health goals. It aims to do this by establishing an effective and efficient transportation system for medical commodities. This activity is expected to have a three-year performance period. This activity has a national geographic focus to address the last mile of the public health supply chain, where challenges are most acute and current systems and support structures are insufficient. This activity aims to bring a specialized technical and functional focus to a fragmented supply chain challenged by inadequate infrastructure, human resources, accountability mechanisms, and information systems.

The CRM Matrix reflects the experience of the technical team members in the Integrated Health Office (IHO) in managing activities in the provinces during a drought or flood, and their knowledge of available resources. The most palpable potential impact of floods and droughts for this project is the impact on infrastructure and, hence, the project’s ability to access health facilities and ensure delivery of health commodities. The team identified two main activities that will be supported under the CHEGAR activity and gave these activities a ‘moderate’ Climate Risk Rating:

● Transportation

● Supply chain accountability

Despite the GRM’s limited financial and technical capacity to mitigate the impact of droughts and floods, advance collaboration and contingency planning with the government and partners may be able to alleviate the impact of climate change on beneficiaries supported through the Last Mile Supply Chain Project. It will also be essential for the implementing partner to participate in coordinating bodies (at provincial level) lead by the National Institute for Disaster Management (INGC). This will allow the implementer to be a part of planning and a part of the response in the event of an emergency.

Attempts have been made to mitigate the risks, however, risks linked to weak road and transport infrastructure were accepted, given the impossibility of an implementer responding to this GRM weakness.

Climate change integration is incorporated in the Scope of Work for this activity. Bidders for this new activity are required to submit a climate change mitigation plan which demonstrates how the implementer will work with provincial authorities to respond to risks that can impact program implementation during a drought or flood.
