ATTACHMENT I - RESPONSES TO CLARIFICATION
QUESTIONS
Clarification Question 1: Response 23 states, “The offeror must submit biographical data sheets to support the proposed long-term and short-term personnel cost of those positions that are expected to exceed $49,000 per year.” but response 67 states, “The Offeror must submit biographical data sheets to support the proposed long-term personnel cost of those positions that are expected to exceed $65,000 per year” Please confirm that biographical data sheets are only required for positions that are expected to exceed $65,000 per year.
Response 1: Yes, biographical data sheets are only required for positions that are expected to exceed $65,000 per year.
Clarification Question 2: Response 42 states, “Partner Government Entities: ... The total amount of all awards to partner government entities over the life of the project may not exceed $9,900,000 unless specifically authorized by USAID.” Page 24 of the RFP states, “the contractor will implement a system for administering grants to clinics, districts, and provinces.” Given there are 5 provinces, 61 districts, and over 400 health facilities within the ECHO targeted regions, please confirm that the $9.9M ceiling does not apply to grants for health facilities.
Response 2: The $9.9M ceiling does apply to provision of funds to health facilities. As mentioned in the response to Question 42 of Amendment 02, this restriction does not apply to in kind grants. An offeror may propose provision of total grants in excess of $9.9 million to partner government entities. However, during administration of the award, USAID approval would be required prior to exceeding the threshold of $9.9 million. This is necessary to ensure compliance with Congressional Notification requirements per ADS 302.3.4.13.b(4).
While USAID may authorize the contractor to provide more than $9.9 million total over the life of the award to partner government entities, the total value of all GUCs that provide funds to a particular partner government entity (for example, ministry, municipality, district, etc.) is subject to the limitations provided in response to Question 42 of Amendment 02. Note that USAID must comply with the requirements of ADS 302.3.4.13 prior to the execution of any GUCs to a partner government entity (including preparation and approval of a Determination & Findings for the entities identified as potential recipients). The contractor may be required to assist USAID in completing such requirements.
Clarification Question 3: According to Response #23 biodatas for all proposed staff whose salary is expected to exceed $49,000 (approx. FSN11, step 1) must be submitted with the Cost Proposal, but according to Response #67 biodatas must be submitted for proposed staff with salary expecting to exceed $65,000 (approx. FSN 12, step 1). Can USAID please clarify which biodatas must be submitted in the Cost Proposal -- those for proposed staff exceeding $49,000 or those for proposed staff exceeding $65,000?
