About this file
This is Amendment No. 4 to RFP No. SOL-72012124R00020 for USAID/Ukraine's STRONG-UA Activity, issued by the USAID/Ukraine Office of Acquisition and Assistance. The amendment modifies Section M.2, Award Process, specifically updating sub-paragraph 4 regarding price analysis methodology.
The key change establishes that if no competitive range is set, OAA will conduct price analysis using standard deviation methodology to determine price reasonableness, with prices within two standard deviations of the mean being deemed fair and reasonable. The amendment also specifies that OAA will perform targeted cost realism analysis on direct labor costs for all technically acceptable offerors, particularly focusing on prime contractors and major subcontractors (defined as those performing at least 20% of technical effort). The process allows OAA to move to the next highest rated offeror if the current highest rated offeror's price is determined unrealistic after analysis. The original solicitation date is listed as October 31, 2024.

Amendment No. 4
1. In updated RFP No. SOL-72012124R00020 per Amendment No. 2 (dated November 23, 2024), Section M.2, Award Process, sub-paragraph number 4, DELETE and REPLACE with the following
"4. If no competitive range is established, OAA will conduct a price analysis as defined in FAR 15.404-1 to first determine the highest rated Offeror’s (also referred to as the apparently successful Offeror) price as fair and reasonable. The price analysis will utilize the standard deviation methodology. OAA will establish a mean using all proposed prices. If the Offeror proposed price falls within two (2) standard deviations of the mean, it will be deemed fair and reasonable. If the Offeror’s proposed price falls outside of two standard deviations, OAA will further analyze the price to determine whether it is fair and reasonable. If after further analysis, the price is determined not to be fair and reasonable, and a competitive range is still not needed, OAA will then do the same with the next highest rated Offeror until reaching the highest rated Offeror with a fair and reasonable price. Concurrently, OAA will perform a targeted cost realism analysis on every technically acceptable offeror. As direct labor (of the prime and major subcontractors defined as those subcontractors expected to perform at least 20% or a prominent part of the technical effort) is the principal cost driver of this award, cost realism will be done only on an offeror’s direct labor. Adjustments from this analysis will be applied to other costs that are derived from direct labor (e.g. indirect costs). If significant cost realism adjustments are necessary and the CO determines that the price of the highest technically rated Offeror is unrealistic, OAA will then move to the next highest rated offeror with a fair and reasonable price.”
