Proposals must be sent to the following: This was also communicated in RFP amendment

No.1.

b. Godfrey Kyagaba at gkyagaba@usaid.gov

3. Section H.6 (a) CCN Employee Compensated below the FSN-9 level.

4. Section M.7.A (d) bullet No.5.

SOL-695-17-000002- REACHING AN AIDS-FREE GENERATION IN BURUNDI

(RAFG) ACTIVITY. RFP Q & A:

1. Section L.6 (b) (pg. L-4) states that, “The reasonable use of tables and graphs in smaller than

12 point font is permitted, but the Contracting Officer is authorized to take appropriate action if this authorization is misused.” Could USAID confirm that text boxes may also reasonably use smaller than 12 point font?

Response: Yes, text boxes may also be presented in smaller than 12 point font but such font must be clear and readable.

2. Section L.6 (d) (pg. L-5) requires a staffing plan in both Section 3 of the Technical Proposal

Body and in Annex E – Staffing Plan, Organization Chart, Position Descriptions. Given the relevance of the Staffing Plan to the other components of Annex E, would USAID permit offerors to include the Staffing Plan only in Annex E?

Response: USAID accepts that the Staffing Plan can be provided in Annex E of the mailto:zclarke@usaid.gov mailto:gkyagaba@usaid.gov

Technical Proposal and can be referenced when presenting section 3 of the Technical

Proposal Body, where a detailed narrative is expected from the offeror giving reasons why they think it is the best staffing plan available in achieving their proposed technical approach.

3. The cover page of the solicitation asks that e-submissions should be sent, “to the attention of

Zachary Clarke and Godfrey Kyagaba at RAFG@USAID.gov.” However, Section L.6 (d)

(pg. L-5) indicates, “the proposal must be submitted by email only to zclarke@usaid.gov with a copy to gkyagaba@usaid.gov.” Could USAID confirm the email address or addresses to whom offerors should e-submit the solicitation?

Response: USAID has harmonized the process and provided names and email addresses of the individuals who will receive both the RFP Proposals and Questions as presented in amendment No.1 to the RFP .

4. Section L.11.B.3(b) (pg. L-9) asks offerors to provide “a copy of the most recent (last three years) Electronic Subcontracting Report (eSRS) and a copy of any similarly recent subcontracting reports if they were not submitted to eSRS.” Our hardcopy subcontracting reports, SF-294s, for the past three years total more than 800 pages and comprise more than

40 MB. In addition to the hard copy SF-294s for projects not registered in eSRS, we have also submitted individual subcontracting reports through eSRS for registered projects.

Instead of submitting the electronic files totaling 40 MB with 800 pages of SF-294s and eSRS, may we submit only 10 relevant eSRS reports and SF-294 forms that are not duplicated on the eSRS?

Response: Please submit the reports as requested in the RFP.

5. Standard Form (SF) 33 Solicitation, Offeror and Award sheet, page 1 box 6 has REQ-695-

17-000005 for the Request for Proposal number but the filename and FBO reference is SOL-

695-17-000002. Please clarify.

Response: The right REACHING AN AIDS-FREE GENERATION IN BURUNDI (RAFG)

Solicitation No. is SOL-695-17-000002. Please reference SOL-695-17-000002 as the right

RFP number for this solicitation.

6. Will USAID provide a percentage or point allocation as part of the evaluation criteria, in addition to the guidance that “The technical proposal evaluation criteria are presented below in descending order of importance”?

Response: USAID has decided to use an adjectival rating system. Therefore, there are no percentage points allocated to each evaluation criteria.

mailto:RAFG@USAID.gov mailto:zclarke@usaid.gov mailto:gkyagaba@usaid.gov

7. Page L-13 states “Program activities (including, but not limited to trainings, grants under contracts (this amount will be limited to no more than $2,050,000), etc.).” Please confirm that the limit of $2,050,000 refers only to grants under contract.

Response: Yes, the maximum limit of Grants under Contract must not be more than

$2,050,000 over the life of the contract.

8. Item H.6 on page H-3 of the RFP mentions the cooperating country and salary scale as

Rwanda. Should it state Burundi instead?

Response: This has been corrected to Burundi in Amendment No. 1 to the RFP.

9. Please clarify under what circumstances that the contractor will get Contracting Officer approval for new employees or consultants:

a. Once the Salary range referenced in Article H.35 are certified by the Contractor and submitted to the Contracting Officer under what circumstances will the Contractor need to seek approval for new staff or consultants if the positions are in the BAFO budget and the salary proposed is within the Certified Salary range?

Response: The contractor will only seek CO approval if the proposed salary or wages for an individual(s) exceeds the market value of the position. Otherwise, COR concurrence will be sufficient if the conditions in Article H.35 are met. The conditions under which

CO approval is required for consultants is in accordance with Section H.6(b) of the solicitation.

b. Please confirm that under Article H.6, when hiring of CCN’s who’s salary, not including benefits is equal to or less than Grade 8, step 14 in Burundi Local Compensation scale, the Contractor does not need approval if the position is in the BAFO cost proposal or if the position is not in the BAFO budget but has written COR Concurrence.

Response: Contracting Officer Approval is deemed provided when hiring CCN staff whose salary, not including benefits, is equal to or less than Grade 8, Step 14 in the

Burundi Local Compensation Scale, the position was included in the final approved cost proposal or the candidate has written COR concurrence based upon qualifications and the proposed rate does not exceed the market value for the position. Such recruitment should have followed the process which was approved in the contractor’s proposal and in line with their policies and procedures on recruitment.

c. Article H.6 (b) includes the requirement for the contractor to seek approval of the COR before Subcontractors can hire professional-level employees and consultants. Please confirm that this is true and if this is true, please confirm that it only applies to subcontractor professional level employees and consultants that are not CCNs compensated equal to or less than grade 8, step14 of the Burundi Local Compensation

Scale.

Response: H.6 (b)1 states that “The Contractor obtains written concurrence from the

COR for the employee or consultant (including those of subcontractors) proposed”- This affects all other employees including those of subcontractors except those covered by section H.6 (a) above.

10. Would USAID consider allowing offerors to use their budget template if it contains the same cost categories and annual detailed breakout and summary budget in pale of the template in

Attachment 8?

Response: All Offerors are required to use the provided budget template.

11. Are Bio data sheets required for submissions for all named personnel or only key personnel?

Response: AID Form 1420-17 - Contractor Employee Biographical Data Sheets, must be submitted for each position other than those for those presented as To Be Determined (TBD) or for all named personnel including consultants.

12. Page 3, Section B.3 of the RFP states the following:

“Within the estimated cost plus fixed fee (if any) specified in paragraph (a) above, the amount currently obligated and available for reimbursement of allowable costs incurred by the

Contractor (and payment of fee, if any) for performance hereunder is $4,025,000 {Estimated at time of solicitation; to be confirmed at time of award based upon available funding and total estimated cost of the contract}. The Contractor must not exceed the aforesaid obligated amount.”

Is the offeror required to submit a budget only up to the amount of $4,025,000 in line with the amount obligated or should the offeror submit a budget for the estimated range of $22 million to $24.8 Million?

Response: Offerors should submit a budget for the estimated range of $22 million to $24.8 million covering entire contract 5-year period.

13. Page L-12 section A.6, Direct Costs in the RFP states the following:

Contractual, a. Program activities (including, but not limited to trainings, grants under contracts (this amount will be limited to no more than $2,050,000 etc).

Please clarify if the $2,050,000 amount listed is the maximum allowable budget for Grants under Contracts for each year or if this is the maximum allowable contractual cost for all 5 years of the project?

Response: $2,050,000 amount is the maximum allowable budget for Grants Under Contract covering all the 5 years of the project. Also refer to response in question No.7.

14. Can USAID confirm that biodata forms should be included as annexes to the cost proposal in

PDF format?

Response: Yes, biodata forms should be included as annexes to the cost proposal in PDF format.

15. Please confirm that provincial and district governments are eligible for grants under contract for the RAFG Activity.

Response: Provincial and district governments are not eligible for grants under contract.

16. Can USAID please clarify the requirements on page L-5 by confirming whether the

Illustrative Monitoring, Evaluation, and Learning Plan should be included as an annex or in the technical proposal body.

Response: The Illustrative Monitoring, Evaluation and Learning Plan should be included in

Annex B to the technical proposal and will be referenced in the main body of the technical proposal.

17. Can USAID provide a copy of the USAID/Burundi Performance Management Plan

(mentioned on page F-5)?

Response: The Burundi Performance Management Plan is under development and will be shared with the successful Offeror when it is completed.

18. Can USAID provide guidance on which activity data must include geographic coordinates

(mentioned on page F-8)?

Response: The activity data must include geographic coordinates for locations of facilities, community programs and other relevant locations as determined by USAID.

19. Please confirm that the selected offeror will be able to use the DHS 2017* data that is scheduled to be released in May as a part of the baseline study for RAFG.

Response: Yes, upon release of the 2016 DHS the selected Offeror may use the data as a part of the baseline study for RAFG.

* The DHS is for 2016 and not 2017.

20. Can USAID confirm whether there is a specific quality management system (QMS) that the

RAFG Activity should use?

Response: Offerors should propose a Quality Management System (QMS) that is suitable for its proposed approach to address the requirements of the RAFG Activity and how the proposed QMS would benefit the program.
