How USAID Advertises Its Solicitations for Proposals USAID, like all United States Government (USG) agencies, operates under the assumption that its services will be awarded through the competitive process USAID calls its solicitations for acquisition “Requests for Proposals” or “RFPs” For acquisition services, USAID has posted its RFP at Federal Business Opportunities, also known as FedBizOps, at the following URL: www.fbo.gov
How USAID Advertises Its Solicitations for Proposals (continued) This information related to the RFP has been listed at FedBizOps under the following Solicitation Number: SOL-674-12-000001 Additionally, the RFP has also been posted to South Africa’s website at: http://sa.usaid.gov/south_africa/ The documents currently posted include a synopsis, a notice for this pre-solicitation conference and the RFP and any amendments to the RFP A copy of this presentation will be posted at this website All official responses to questions will also be posted at this website
EVALUATION SERVICES REQUEST FOR PROPOSAL (RFP)
Scope of Work Evaluation Services shall include the following types of evaluations:
strategic analysis, evaluation case studies, impact evaluations, meta-evaluations, and cross-sector and multi-country evaluations Eligible Organizations are limited to “Local Organizations,” defined as the following:
Local Organization means an entity, that at the time of the award and performance of the contract or subcontract, is one that:
be organized under the laws of the recipient country;
has its principal place of business in the recipient country;
is not less than 51 percent legally and beneficially owned by one or more resident citizens of the recipient country or be managed by a governing body, the majority of whom are citizens or lawful permanent residents of a recipient country; and is not controlled by a foreign entity or by one or more individuals who are not resident citizens of the cooperating country.
EVALUATION SERVICES REQUEST FOR PROPOSAL (RFP) (continued) Services will be provided in the following four countries: South Africa, Lesotho, Botswana and Swaziland.
Contracts will be awarded as Indefinite Quantity Contracts (IQCs) Work under the IQCs will be delivered using Task Orders It is anticipated that the period of performance (for the IQCs) will be three (3) years It is anticipated that the maximum ordering limitation of the IQCs will be $5,000,000 (approximately ZAR 40,000,000) over the three (3) year ordering period It is anticipated that USAID will award several (or multiple) IQCs; in other words, more than one organization will be awarded a contract
EVALUATION SERVICES REQUEST FOR PROPOSAL (RFP) (continued) The maximum ordering limit of $5,000,000 means that this ceiling applies across all IQCs and cannot be exceeded in the aggregate Each successful organization/contractor will be eligible to compete on all task orders until the shared ceiling for all IQCs is reached There is no guarantee on the total number of IQCs awarded There is no guarantee on the number of Task Orders awarded under each IQC

How Does My Organization Submit a Proposal?
Application Process USAID, like all USG agencies, has certain requirements These requirements form a major part of the RFP The RFP will describe the documents needed to submit a successful proposal
Composition of an RFP Includes four parts with Sections A – M Part 1 “The Schedule” includes Section C - the Statement of Work Part 4 “Representations and Instructions” includes Section L, instructions to offerors and Section M, evaluation factors for award
Why are these sections of particular importance?
Composition of an RFP (continued) They describe the services needed (Section C “Scope of Work”) They describe what the offeror must provide (Section L “Instructions, Conditions and Notices to Offerors”), such as:
Deadline for receipt of proposals What the proposal must include Page limits for proposals Where proposals must be sent They describe how proposals will be evaluated (Section M “Evaluation Factors for Award”)
However, the best way NOT to win an award is not reading the entire RFP
Specifics of Section L Section L, as previously described, includes information on what organizations need to submit This section will include provisions that are applicable to the RFP, such as:
How to obtain a DUNS (Data Universal Numbering System) number if you organizations does not yet have one (Federal Acquisition Regulations (FAR) provision number 52.204-6) The type of contract (FAR provision number 52.216-1 )
Specifics of Section L (continued) Specific information to offerors regarding the competitive acquisition (FAR provision number 52.215-1) such as:
What constitutes a proposal revision The submission, modification, revision and withdrawal of a proposal Contract award information What the minimum offer/proposal standards will be (and this is important!)
Closing date for receipt of proposal What to include in your proposal (both technical and price)
Specifics of Section M This section includes the evaluation factors for award This section will outline the criteria in detail These criteria pertain both to the technical portion of your proposal and the cost portion of your proposal
Why are sections L and M of the RFP important?
Because they are instrumental in helping your organization prepare its proposal with the goal of winning an award.
Other Submission Requirements As mentioned in the opening slides, the RFP will require additional actions from each offeror for those that have not worked for USG in the past This includes the following:
Obtaining a DUNS (Data Universal number Registration into CCR (Central Contractor Registration) Completed Certs and Reps (annual representations and certifications completed electronically via the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov)
Information on How to Obtain a DUNS Number and Register at CCR You should have picked up a handout when registering at the door This package includes two documents A document entitled “Guidance for Obtaining a DUNS Number” A document entitled “ORCA Quick Reference Guide” Additionally, the RFP included an Attachment entitled “ORCA Tutorial”
Information on How to Obtain a DUNS Number and Register at CCR After this conference, please review these documents. Your organization must be registered in the Central Contractor Registration (CCR) database and have completed On-Line Representation and Certifications Applications (ORCA) in order to receive a contract award.
