EVALUATION FACTORS FOR AWARD
a. Basis for Award
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection process to make a best value award. A decision on the technical acceptability of each offeror’s quotations will be made. For those offerors which are determined to be technically acceptable, award will be made to that vendor with the lowest overall price. By submission of it offer, the Offerors accepts all solicitation requirements, including terms and conditions, representation and certifications, and technical requirements. The Government intends to make an award based on the initial quotations but reserves the right to ask questions of offeror or offers if needed.
The government will evaluate all quotations to determine the best value using the criteria and descriptions explain below:
1. Conformance to the identified equipment specifications;
2. Warranty;
3. Delivery terms
Technical Acceptability The description of the above criteria that form a basis of evaluating offers for determining technical acceptability is as follows:
1. Fully responsive to the specifications and other requirement described herein: (Pass/ Fail)
- Fully conform to product specifications as specified in the solicitation
2. Technical Warranty: (Pass/ Fail)
- Validity and terms of warranty as specified in the solicitation for item 1 and 2
3. Delivery Terms: (Pass/Fail)
- Offeror conformance to delivery terms as specified in the solicitation
In order to be determined technically acceptable, an offeror must meet all technical requirements listed above.
4. Price
Quotations shall be evaluated, for award purposes, based upon the total price proposed for the requirements to determine fair, reasonable and realistic. The evaluated price will be the unit price proposed multiplied by the specified unit for the Contract Line Item Number (CLIN) to include total transportation cost for the CLIN. The sum of all the CLINs will represent the total evaluated price but the Government reserves the right to make award by individual CLIN if it is determined to be advantageous to the Government.
b. Rejection of Unrealistic Offers:
The Government may reject any quote that is evaluated to be unrealistic in terms of the specification requirement, including contract terms and conditions, or unrealistically high or low in cost/price, or are unbalanced, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the technical requirements.
c. Source Selection Decision:
The government shall select the source based upon a best value evaluation of the offeror’s technical acceptability, technical warranty, delivery term and cost. The government shall choose the lowest realistically priced, responsive, and technically acceptable offer or offers for award.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
