Request for Proposal (RFP) SOL-663-16-000026 End-line Performance Evaluation: Support to Yekokeb Berhan Project for Highly
Vulnerable Children, Award Number: AID-663-A-11-00005
Ques.1. L.6(b)(1) states that Offerors must provide a summary breakdown of the total price according to the budget template in Attachment F. Can USAID please provide Attachment F or clarify?
USAID’s Response: Attachment F, Budget Template, provided.
Ques.2. Can USAID confirm that the period of performance (POP) is 75 days? It lists 75 days (pg. 22) and 60 days (pg. 63) respectively.
USAID’s Response: The period of performance (PoP), as stated under deliverables and timeframe (section F.3.), is 60 days and the discrepancy on page 22 is corrected accordingly.
Ques.3. On page 65, the RFP requires all 4 Key Personnel to be available for the estimated
POP plus 2 months after in case of delays. Knowing that the Oct-Dec timeframe is when
USAID is aiming for the work to be done, would USAID be amenable for the evaluation team to agree to the stated POP, with the understanding there could be possible delays?
USAID’s Response: The referred statement doesn’t mean there will be a delay and the evaluation will be conducted within the stated period; however, if there is any unforeseen situation that is beyond the control of the evaluation team or USAID, the four key personnel should sign the statements of availability for two months after the estimated period of performance.
Ques.4. On page 65, the RFP requests up to 2 research reports of which HVC, Evaluation, and Organizational Development Specialists were a key member of the research team.
Can USAID confirm that the offeror is required to submit up to 2 reports total, for all team members?

USAID’s Response: If the proposed key personnel (OVC/HVC, Evaluation, and
Organizational Development Specialists) for this research were together in the previous researches they did, they can submit two reports. However, if they were not together, each one are required to submit two reports.
Ques.5. Section L.5(2)(c) states that technical proposal is not to exceed 12 pages and must include items i-vi. Moreover, Section L.5 (3) (page 65) states that the technical proposal must be organized according to the evaluation factors in section M. Can USAID please confirm that personnel, past performance and management sections (as referenced on section M) are included within the 12 page limit for the proposal?
USAID’s Response: The 12 pages limit includes the table of Contents, acronym list, understanding of the purpose and intended use of Yekokeb Berhan Activity for Highly
Vulnerable Children End-line Evaluation, description of the proposed methodology to complete the evaluation as described in the SOW, and draft work plan. Anything outside of these may be included as an attachment.
Ques.6. Section L.5(2)(c) states that technical proposal is not to exceed 12 pages and must include the table of contents (i) and acronym list (ii). Could USAID please confirm that items (i) and (ii) are not included as part of the page count?
USAID’s Response: According to the instruction for the preparation of the technical proposal, both the table of contents and the acronym list are part of the 12 pages limit.
Ques.7. Section C.6 (page 9) makes reference to Annex A (Results Framework), and
Section C.7 (page 11) makes reference to Annex B (evaluation design matrix) and Annex
C (description of previous evaluations and review effort). Could USAID please provide
Annex A-C to the offerors?
USAID’s Response: Annexes A-C provided.

Ques.8. Section L.6 (c) “Part 3 – Past Performance (page 66) indicates that past performance should be included as part of the Cost Proposal. Section L.7 (pages 67-70) lists sub-section iii. Past Performance under “The following factors are the key elements for the technical proposal evaluation…” Since Section L.6 indicates that past performance information should be included in the cost proposal and Section L.7 indicates that past performance will be a key element for the technical proposal evaluation, please clarify this discrepancy.
USAID’s Response: The discrepancy has been addressed through Amendment 000001 to the Solicitation. Please include past performance record with the technical proposal.
Ques.9. Section L.6 (c) (page 66) states that “Offerors must submit past performance information on all relevant contracts for efforts of similar statement of work”. However, Section L.7(ii)(c) (page 69) states that the offeror must “list in an annex to the technical proposal up to three of the most recent and relevant contracts”. Could USAID please confirm that annex should list past performance information for up to 3 relevant activities only, as instructed in section L.7?
USAID’s Response: Please provide past performance information of up to three of most recent and relevant activities as instructed in Section L.7.
Ques.10. Section L.5 (2)(c)(vii) (page 65) makes reference to three recommendations letters or activity descriptions that need to submitted by the offeror as an annex.
Moreover, Section L.6(c) (page 66) states that offerors must use the “Past Performance Information Sheet” to submit past performance information. Could USAID please clarify:
Is the offeror required to submit recommendation letters, “Past Performance Information Sheets”, or both?
USAID’s Response: Please provide Past Information Sheets only for those contracts that are not in CPARS.
Ques.11. Section L.6(c) (page 66) states that offerors must use the “Past Performance
Information Sheet” to submit past performance information on all relevant contracts for
5 | P a g e efforts of similar statement for work. Moreover, Section L.7(ii)(c) (page 69) states that description of the performance, contact names, job titles, mailing addresses, phone numbers and email addresses should be provided only for those contracts that are not in
CPARs. Could USAID please confirm that the offeror is only required to submit detailed descriptions and “Past Performance Information Sheets” for those contracts that are not in
CPARs?
USAID’s Response: See the response for Ques. 10 above.
Ques.12. We are wondering about the timeframe of this consultancy. It is a very large survey with a fairly tight timeline. Is there any flexibility with the timeframe and is it possible for a team to propose an alternative timeline?
USAID’s Response: The timeframe of 60 days is determined as an appropriate timeline for this consultancy.
Ques.13. A review of the baseline evaluation report shows that data were collected from
3,415 households in 130 Kebeles and 111 Woredas. The cluster size was 26 households per Kebele. The following staff were employed in 5 regions: 10 supervisors, 57 data collectors, 8 data entry staff, 1 Internet technology assistant, 10 drivers, 25 transcribers, 7 translators, and 8 typists/copy editors.
The subject RFP on page 16 stipulates just 20 data collectors with a total level of effort
(LOE) of 500 person-days for the end-line evaluation, plus 4-5 field supervisors.
QUESTION: If the end-line evaluation is to follow the same methodology and sample size as the baseline, please explain the reduction in the number of data collectors and other survey personnel.
USAID’s Response: Both the methodology and the sample size shall not necessarily be the same to the baseline that Yekokeb Birhan project had. During the start of the project, 6 | P a g e the targets were from all regions of the country; however, at this point, the target has been decreased and the project works only in four regions of the country and Addis Ababa city. This is the reason for the need to have different sample size. Meanwhile, it is also good to know that the project had midterm evaluation and using related methodology to the midterm is suggested.
Ques.14. As an input to our our proposal preparation, we would like to get information on the beneficiary size by region zone, woreda and kebele.
