RFP No. SOL-611-14-000006, Amendment #02 Eradicate TB Activity

Cost Questions

1. Question: On page 3 of the RFP, Section B.5, Ceiling on Indirect Costs, requires “major subcontractors” to provide ceilings on indirect costs. Can USAID define “major subcontractors” for the purposes of this proposal?

Answer: Any subcontract with a dollar value above the Simplified Acquisition Threshold.

2. Question: Page 3, Section B.5, Ceiling on Indirect Costs, states that indirect costs shall not be allowed for organizations that do not have a NICRA (page 3). This appears to be in conflict with section L.8, which states on page 105 that indirect costs are allowed and that offerors without previously approved rates must provide a breakdown of bases, pools and method of determining the rates. Please clarify whether offerors without a NICRA are allowed to charge indirect costs under this contract.

Answer: If the Contractor does not have a NICRA, all costs must be budgeted and billed as direct costs.

3. Question: Pages 9 – 10, Sub-task 1.2 in Section C requires the Contractor to procure lab equipment and supplies based on identified need by the host Government. Can USAID provide a plug figure for this procurement?

Answer: No.

4. Question: Sub-tasks 1.2 (pages 9-10) and 2.2 (pages 14-15) of the objectives listed in Section C require the Contractor to identify and renovate selected laboratories/diagnostic centers in the target provinces and to renovate two centers to serve all targeted provinces to manage MDR-TB. Can USAID provide plug figures for these renovation costs for budgeting purposes?

Answer: The intention of the activity is to support the Government of Zambia to renovate laboratory and diagnostic centers identified jointly. The cost/s of renovations will depend on the extent of the works to be performed and will be approved as part of annual work plans.

USAID will not provide a plug figure.

5. Question: In Section C, Objectives, several of the specified tasks for the Contractor involve providing financial assistance to the NTP (sub-tasks 2.1 and 2.2, pages 13 – 15) and funding to the National TB reference laboratory. Can USAID provide plug figures for the purposes of budgeting for these activities?

Answer: The intention of the activity is not to disburse grants to the Government of Zambia.

The intention is to fund costs associated with training of providers (cost of training, transport to training venues, and lodging) and costs associated with strengthening the TB reference labs. USAID will not provide a plug figure.

6. Question: Page 40, Section H.8, Government Furnished Facilities or Property, states that USAID/Zambia will provide some property under this contract and refers to an attached list of property to be furnished. The referenced list is not attached to the RFP. Can you USAID please provide this referenced list?

Answer: Referenced list is attached as Attachment 3.

7. Question: On Page 104, Section L.8., in the instructions for the detailed/itemized budget, the bulleted list of line items to include have both Branding and Marking Activities and Monitoring and Evaluation Activities. On page 105, the paragraph on Indirect Costs, the instructions state “In addition to the detailed budget, offerors must create a separate worksheet to highlight and summarize all anticipated costs attributable to Branding and Marking Activities and Monitoring and Evaluation Activities. The detailed budget will not include separate line items for Branding or Marking Activities and Monitoring and Evaluation Activities”. Could USAID clarify how offerors should show these items in the budget as these two instructions appear to be conflicting?

Answer: Yes, the totals for Branding & Marking and M&E should not to be added to the total detailed budget, but pulled out to illustrate how much of the budget is going toward these activities.

8. Question: Per page 104, Section L.8, Cost Proposal Instructions, signed Biographical Data Sheets are required to be submitted. Can USAID confirm that this is required only for key staff?

Answer: Yes, also refer to AIDAR 752.7001

9. Question: For budgeting purposes can USAID please provide an anticipated start date for the activity?

Answer: Second quarter of 2015.

10. Question: Page 105 of section L.8 states that per the Statement of Work, Grants under Contracts will be a component of the resulting award. The Statement of Work for this RFP does not make specific mention of Grants under Contract. Can USAID please provide the following clarifications:

• Are Grants under Contract anticipated for this project?

• If Grants under Contract are anticipated for this project has USAID received the required approvals?

• Is this mechanism the intended way for the offeror to provide the requested “financial assistance” and “material assistance” in the RFP?

• If Grants under Contracts are requested under this project, could USAID provide a plug figure or range?

Answer: This activity does not have Grants under Contract therefore please disregard this guidance.

11. Question: On page 12, Task 1 – sub-task 1.4 – states that the contractor must technically and logistically assist the GRZ and other stakeholders to pilot an electronic TB register. Could USAID clarify the following:

• Has the particular platform for this electronic TB register been identified?

• If so, could USAID provide the information about this electronic register?

• If not, is the offeror requested to propose/identify an electronic platform?

Answer: There is no identified platform for an electronic TB register. The intention of the activity is really not to pilot an electronic TB register. The intention is to explore with the Government of Zambia whether it is necessary and feasible to design and pilot such a system.

12. Question: Page 18, Task 4-Can USAID please provide an estimate of the number of operations research studies anticipated over the life of this contract and in which years USAID expects them to be completed?

Answer: At least one each year. This however will require USAID approval.

13. Question: There is no specific mention of an illustrative workplan required for the proposal response. Can USAID please confirm that an illustrative workplan is not required for the proposal response?

Answer: An illustrative work plan is required with the proposal.

14. Question: On page 26 of the RFP, section F.3. USAID states that the “period of performance for this contract is sixty months from the effective date of the award.” Could USAID please confirm the effective or start date of this award?

Answer: See response to question #9.

15. Question: On page 105 of the RFP, USAID states: “Subgrants: Per the Statement of Work, Grants under Contracts will be a component of the resulting award. Include estimated costs of grants in the detailed budget.” Could USAID kindly clarify the total amount or percentage for the Grants under Contracts component?

Answer: See response to question #10.

16. Question: On page 105 of the RFP, USAID states, “In addition to the detailed budget, Offerors must create a separate worksheet to highlight and summarize all anticipated costs attributable to Branding & Marking activities and Monitoring & Evaluation activities. The detailed budget will not include separate line items for Branding & Marking or Monitoring & Evaluation activities.” However, Branding and Marking Activities are listed on page 104 as a required line item in the budget. Could USAID please clarify whether the offeror should include Branding and Marking Activities to be included as a line item in the budget?

Answer: See response to question #7.

17. On page 28 of the RFP, USAID refers to renovation of facilities as an anticipated component of the resulting contract. Could USAID please provide the anticipated amount of funding to be allocated to renovation?

Answer: See response to question #4.

18. Question: On page 28 of the RFP, USAID states, “The renovation plan must include two centers for treating in-patient MDR-TB patients (the two centers will serve all the target provinces) and must also identify critical gaps in lab equipment and supplies.” Could USAID please clarify who will be responsible for the procurement of lab equipment and supplies? If the Offeror is to include this in their cost proposal, could USAID provide the type of lab equipment and supplies we need to procure?

Answer: The intention that the project will assist the Government of Zambia to renovate two MDR-TB centers. The contract will also equip the MDR-TB centers. USAID is not in a position to propose the type of renovations, equipment, supplies that will be required. These will be identified jointly with the Government of Zambia.

19. Question: USAID makes several references to major subcontractors in the RFP, but no definition of “major subcontractor” is given. What criteria will USAID use to determine whether proposed subcontractors qualify as major subcontractors?

Answer: See response to question #1

20. Question: On page 102, Section L.7, (a) 1. USAID states that offerors must provide past performance information (PPI) Data Sheets for "up to 10 of the most relevant contracts performed within the last two years for efforts similar to the work in the subject proposal."

However, on page 103, (c) states, "Offerors must include the awards performed in sequential order and not select those awards with the best past performance information." Since (a) requires offerors to select awards and (c) requires offerors to refrain from selection, could USAID please clarify the criteria of the information to be submitted in the PPI Data Sheets?

Answer: Offerors must provide contracts that are relevant and in sequential order.
