The information provided by the Mission for purposes of this RFP has been consistent.
Notwithstanding, given the important nature of the staffing under this complex regional program, USAID/El Salvador would like to take this opportunity to emphasize important points:
1. Consistent with the RFP and the subsequent amendments “local employees” means citizens of any country benefiting from this program.
2. An expatriate is an individual, either US or non- US citizen (TCN), who is not a citizen of any of the benefiting countries under the program.
3. Local employees (meaning citizens of any country benefiting from this program) are not entitled to allowances or differentials unless (in extraordinary circumstances) a waiver is approved by the Mission Director.
4. Consistent with AIDAR 722.170 Employment of third country nationals (TCNs) and cooperating country nationals (CCNs) i.e., local employees , paragraph (b), compensation paid to TCNs or CCNs may not, without the approval of the Mission
Director or the Assistant Administrator having program responsibility for the project, exceed the prevailing compensation paid to personnel performing comparable work in the cooperating country as determined by the USAID Mission and such compensation shall be paid in the currency of the cooperating country.
5. There is no requirement that long term technical staff must be citizens of the country in which the office is located. Since the above points are applicable to all long term staff
(both technical and administrative), it is suggested that citizens of benefiting countries other than the country where the program office is located, be considered for long term program office positions only when the required expertise is not available in the market of the country where the office is located.
6. Rates for short term consultants that are citizens of any country benefiting under this program are subject to the local compensation plan for the consultant’s country of origin.
