1. 10 years of experience in Central American countries managing multi-country and multi-institutional programs is required for the Chief of Party. (Contradictory information on
Q&A document questions Nos. 16 and 21)
2. For purposes of the resulting contract, “local employees” means citizens of any country benefiting from this program. Notwithstanding from which of the benefiting countries a local long term staff member is citizen of, rates/salaries must be within the local compensation plan and will be paid in the local currency of the country in which the program office is located (Guatemala or El Salvador). Consequently, the contractor will be required to register and comply with the laws of the country in which the office is located.
Unless a waiver is considered (in extraordinary circumstances), local employees
(meaning citizens of any country benefiting from this program) are not entitled to allowances or differentials. Hence, citizens of benefiting countries other than the country where the program office is located, should be considered for long term program office positions only when the required expertise is not available in the market of the country where the office is located. As stated previously, it is not anticipated that full time program staff will be located in countries other than where the program office is located.
3. The consolidated level of effort table (reflected in person/work days) required as part of the cost proposal will be used for cost evaluation purposes only.
