Q: Please send us more information on this solicitation notice and what will be procedures for submitting a bid on the eventual RFP and when it will be issued?
A: All information with respect to this requirement will be posted on www.fbo.gov to provide all interested parties with the same information at the same time. The RFP will be issued soon; however, USAID cannot provide an exact date.
Q: Can you please tell me what pre-solicitation means in the procurement process?
A: This pre-solicitation notice is a synopsis of what USAID plans to issue in the near future for a particular requirement. It is a method of communicating general information about this requirement to give prospective offerors an opportunity to begin planning/preparing for a response to the eventual solicitation.
Q: Is this a way to identify firms/individuals who may be interested in such an opportunity?
A: No, USAID is not using this to identify firms/individuals who may be interested in this opportunity.
Q: Is there something specific that I can or should do at this stage to participate in this offering, other than to express my interest?
A: USAID does not provide guidance on what should be done by organizations after synopses are posted. At this time, USAID is not engaging organizations individually about the subject pre-solicitation notice.
Q: Will a solicitation follow on FedBizOpps and should I just monitor the site?
A: Yes, a solicitation will follow on www.fbo.gov and you should monitor the site.
Q: Is it appropriate to e-mail you from time to time to check on this opportunity?
A: No, it is not appropriate to e-mail me from time to time to check on this opportunity; however, if you have specific questions once the solicitation is released you should submit questions via e-mail.
Q: We would like to know if this will be a Task Order under an existing IQC contract or if it will be a stand-alone procurement. The latest USAID Missions Forecast used the acronym “RFTOP,” making us think that it might be a Task Order.
A: This will be a contract awarded to a small business after a stand-alone procurement process is conducted. USAID/DR initially planned to issue a task order under an existing IQC, but we are no longer going to use that contract vehicle.
Q: Can you advise an estimate of when the RFP will be posted please?
A: The RFP will be issued soon; however, USAID cannot provide an exact date.
Q: Is SOL-517-11-000004, Monitoring and Evaluation Services for the Caribbean Basin Security Initiative, a new procurement or a follow-on to previous work? If it is a re-compete could you please provide me with the incumbent name, contract number, value, and period of performance?
A: This is a new procurement.
Q: When do you anticipate the RFP to be released for these efforts?
A: The RFP will be issued soon; however, USAID cannot provide an exact date.
Q: I was wondering if there is an incumbent contractor for this requirement? If so, could you please provide the contractor name and the contract number that was awarded?
A: There is no incumbent contractor for this requirement.
Q: Who is the incumbent? O is this a new requirement?
A: There is no incumbent for this new requirement.
Q: What does total set-aside mean? Does that mean that all funding will go to small businesses?
A: Total set-aside means that the entire value of the contract will go to a small business.
