Pre-Solicitation Notice - Amendment No. 01
Technical and Support Services for Monitoring, Evaluation, Learning and Knowledge Management Services in Asia

GENERAL
The purpose of this Amendment is to provide all interested parties with updated information regarding the anticipated issuance date and the content subject Solicitation. The information in this amendment replaces the information included in the Pre-Solicitation notice (SOL-486-13-
000037) dated April 25, 2013 in its entirety.
USAID expects to issue the Solicitation in early January 2014. In order to allow all interested parties to have a better understanding of the envisioned services, USAID hereby provides the following information of the proposed Activity:

OBJECTIVE OF ACTIVITY
The Contractor will provide technical support and/or advice on the robust monitoring of
Mission-wide programs as well as specific projects and activities; conduct rigorous multiple impact and performance evaluations; enhance the monitoring and evaluation (M&E) capacity of
USAID Missions in Asia and of their partners; and provide evidence to improve effectiveness as well as to shape the strategic direction for future USAID programming in the Asia region.
Additionally, the Contractor will provide technical support and/or advice in instituting operational five-year strategies that are responsive and adaptive to changes in Mission operating environments. Overall, the ultimate expected results of this Contract are to strengthen USAID’s
M&E systems in the Asia region and to enhance M&E capacity of local/regional entities in order to improve accountability and the use of empirical evidence for programming, learning and adapting. The four key objectives of this Contract are described below:
1) To provide a broad range of technical services to improve the M&E capacity of
USAID, implementing partners, and other relevant stakeholders including, but not limited to, performance monitoring and impact and performance evaluations at various implementation levels;
2) To provide innovative knowledge management and advisory services to inform decision-making in order to strengthen development programming;
3) To improve and enhance the capacity for learning and adaptation within USAID
Missions in the Asia region; and
4) To strengthen technical and management capacities, ensure sustainability, and improve knowledge of USAID policies, regulations, and practices related to M&E of local/regional partners in order to increase the pool of potential M&E service providers for USAID and other donors in the Asia region.
It is anticipated that the monitoring, evaluation and learning services required will be centered around issues on improving environmental conditions and addressing global climate change;
promoting democratic governance and economic reform (mainly through agricultural development and trade investment); supporting an integrated Association of Southeast Asian
Nations (ASEAN) community and other regional/sub-regional platforms; increasing effective responses to infectious diseases, including HIV/AIDS, malaria and emerging pandemic threats;
managing humanitarian assistance for vulnerable populations; and mitigating effects from disasters.

CORE SERVICES
Under the anticipated IDIQ Contract, USAID expects to issue a Task Order for core services with the following key requirements:
1. Management of the base IDIQ and subsequent task orders through a well-established based of operations in Bangkok, Thailand;
2. Strengthening M&E service capacity of local/regional or M&E firms/ organizations/institutions with the potential to provide quality M&E services to USAID and other donors in the Asia region; and
3. Assisting USAID/RDMA on various tasks/events related to learning and adaptive programming which may involve individuals/experts outside of USAID.
Except for the above information, no additional information regarding this planned solicitation is available at this time. All necessary information will be supplied when the request for proposals
(RFP) is posted at www.fedbizopps.gov. Questions and requests for information will not be responded to until RFP issuance. Following the issuance of the solicitation, questions will be answered in accordance with the RFP terms and conditions. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding shall be submitted until after the RFP is issued.
This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.
