NOTICE TYPE: Synopsis
DATE: February 7, 2017
SOLICITATION NO: SOL-367-17-000003
SUBJECT: USAID/Nepal Indefinite Delivery, Indefinite Quantity (IDIQ) for the Nepal Community Reconstruction Program (NCRP)
The United States Agency for International Development (USAID) Mission to Nepal intends to issue a solicitation for a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the Nepal Community Reconstruction Program (NCRP) with a period of performance of seven years (including Task Order implementation) and an overall ceiling of $200,000,000.
USAID anticipates issuing Firm-Fixed-Price (FFP) Task Orders (TO) under the IDIQ for construction related services. The NAICS code for this procurement is 236220.
The Architect and Engineering (A-E) design services for the construction will be carried out under a separate contract with USAID called Nepal Reconstruction Engineering Services
(NRES). The NRES contractor will provide design and construction management services under direction from USAID during the performance period of the NCRP IDIQ. A-E designs, which include construction drawings, technical specifications, and bills of quantities, will be developed as required for each specific NCRP TO. The NCRP IDIQ award holders will provide construction services based on recommendations and designs provided by the NRES contractor.
The NCRP IDIQ contract holders will provide USAID with a full range of multi-discipline construction services resulting in the completion of fully operational public facilities. The majority of work under this IDIQ contract is construction and rehabilitation of vertical structures to restore or improve provision of public services. Work will be requested via separate TOs issued against the IDIQ contract. USAID’s reconstruction strategy has identified education and public health facilities as the top priority, but other public infrastructure may also be considered under this IDIQ according to other needs identified by the Government of Nepal (GON) and
USAID. The public facilities to be constructed under this contract may include features such as ancillary buildings, water supply, wastewater treatment, power supply, road access, and other basic infrastructure as required for handover of a fully operational facility.
The majority of the construction TOs issued under this IDIQ are expected to be for the following non-exclusive activities:
Construction and rehabilitation of health clinics and hospitals
Construction and rehabilitation of schools
Construction and rehabilitation of municipal and local government buildings
Other ancillary small-scale infrastructure, such as water supply, sanitation systems, and access roads
Purchase of materials and equipment integral to the operation of specific public facilities

Large-scale infrastructure activities are not allowed under the IDIQ contract, such as:
Large-scale power generation and transmission infrastructure
Large-scale wastewater treatment plant facilities
Other large-scale, complex, high-risk infrastructure facilities and/or infrastructure
The specific nature of the work to be performed will be described in individual TO statements of work. A full range of services under a TO may include requisite management of construction related services, labor, materials, equipment, and quality control of all related infrastructure services, including regulatory and contract compliance, operations and logistics, safety, security coordination, and project utility relocation requirements. The TO activities will also include project closeout activities needed to ensure fulfillment of all TO requirements. TOs may also consist of complementary work including, but not limited to, provision of training for operations and maintenance (O&M) of completed facilities to GON maintenance staff, development of manuals, and the procurement and installation of essential equipment in rehabilitated or reconstructed facilities.
The majority of construction activities will be implemented in the 14 most affected districts following the 2015 earthquake in Nepal. However, it is anticipated that additional facilities damaged during the earthquake and located outside of these districts may be identified for reconstruction under this TO. The following is a list of the 14 most affected districts:

6. Makwanpur
7. Sindhuli
8. Ramechhap
9. Dolakha
10. Okhaldhunga
11. Kavrepalanchok
12. Lalitpur
13. Bhaktapur
14. Kathmandu
This procurement is being conducted through full and open competition in accordance with FAR
Part 15. TOs under this IDIQ will be competed and awarded in accordance with FAR Part 36 and
FAR Part 14.

If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov.
