KISAN Agriculture Interventions
• Increase productivity of high-value vegetables with complementary impact on rotational crops: rice, maize, and pulses
• Increase access and use of quality inputs, especially irrigation and seed
• Enhance market access and connections between farmers and traders
• 5 year project that started in February 2013
• Implemented by Winrock International with local Nepali NGOs
FTF Nutrition and Hygiene Interventions
• Interventions on nutrition and hygiene behavior, improve diet quality will be implemented by different project in KISAN districts.
FTF Business Literacy RFP Information
FTF Business Literacy RFP (Section C.3) Main Objective:
• Increase the resilience of vulnerable communities and households and communities, through enhanced literacy, numeracy and business/entrepreneurial skills.
Program Summary:
• Addresses FTF Outcome #9: Increased resilience of vulnerable communities and households through skills development.
• Integrate and empower vulnerable groups (e.g. women, youth, disadvantaged castes, and ethnic minorities) through literacy, numeracy, life skills, nutrition, and entrepreneurship trainings, to access agricultural and nutrition interventions.
• Target a subset of 48,000 KISAN beneficiaries in 20 districts.
To Accomplish These Objectives, the Contractor Will:
Complete the Statement of Work in Section C
- Key activities described in Section C 4.1
- Deliverables related to program activities in Section C.4.1 and in accordance with delivery schedule in Section F.4

Activity 1: Development of business literacy training materials
• Develop content for literacy training that can be adapted through instruction techniques for learners at different levels and from different backgrounds.

• Use a training of trainers (TOT) approach to deliver the business literacy training.
• Design and deliver the TOT activity using methods that are replicable and scalable by communities.
• Establish qualifications for, recruit, and employ two tiers of trainers including:
– Minimum of 150 Master Trainers
– Minimum of 2,000 Community Trainers

Branding and Marking Strategy and Outreach and
Communications Plan
What is Branding?
… EVERYTHING
Brand is a PUBLIC FACE of an organization or a graphic representation of the organization’s values and vision.
Marking is the logo placement – how we apply the USAID and partner graphic identities and logos to materials to visibly acknowledge contributors.
What is Marking?
So, What is Branded?
• Project Signs
• Publications and Materials : studies, brochures, USAID-funded surveys, etc.
• Event Banners and Roll-ups
• Video Products (animated logo)
• USAID (not partner) ads in newspapers, on TV and radio
• Commodities and equipment, e.g. hospital beds, computers and other equipment provided through USAID assistance programs
IMPORTANT: Branding does not mean only the use of the logo, but how we describe in public events and communications products that the assistance is from “the American people” “provided by USAID”
Implementers’ ADMINISTRATIVE communications, materials and equipment examples:
• Implementer business cards (but they can include “USAID Contractor”)
• Employment ads, office space, office equipment used for award administration
• Office supplies, e.g. implementer letterhead, when used for administrative purposes
• Other materials related to award administration (such as hiring/firing staff or renting space and/or equipment)
• Communications products that have received a branding and marking waiver or exception
What is NOT Branded?
Branding Implementation Plan outlines how the USAID-funded program will be promoted to the public. The Plan includes:
• How to incorporate the message “This Assistance Is from the American People”
• How to publicize the program, e.g. through press releases, radio interviews, videos, interviews, speeches, public functions, etc.
• Key milestones to be highlighted and publicized: launching the program, announce research findings, publish reports, project completion
Specifics such as:
• Program or project name,
• How the program or project will be ‘positioned’,
• Desired level of visibility for the program or project,
• Audiences and Messages,
• Promotional/Planned activities, materials, acknowledgements, etc.
Marking Plan identifies the specific public communications, commodities, and program materials and other items that visibly bear or will be marked with the USAID Identity

• Must incorporate and address –
– Innovative learning and knowledge sharing mechanisms
– Disseminate information to a wide and diverse audience
– Messaging content which conveys USAID’s policy for gender equality and social inclusion

Award Information
Offeror Eligibility:
• The RFP is open to all Nepali organizations and business
(Section L.2)
– Be legally organized under the laws of Nepal
– Have its principal place of business or operations in Nepal
– Majority owned by individuals who are citizens or lawful permanent residents or managed by governing body the majority of whom are citizens or lawful permanent residents of Nepal
• USAID encourages organizations that have never worked with USAID before to apply
• See Section H.2 for additional limitation on subcontracting
Award Information:
• Firm Fixed-Price Contract (FFP) (RFP Section B.2) where “Price” means cost plus any fee or profit
• Program Duration: 3 years (36 months)
• Anticipated Number of Contracts: Single Contract
• Technical proposals will be evaluated and deemed acceptable or unacceptable
• Award decision will be made on the lowest price from among the technically acceptable proposal.
• Award may be made without discussion with Offerors

Summary
• Offerors must follow the RFP instructions in order to have their proposals considered.
• Proposals must be submitted on time and with all required sections.
• 22 page limit-no exceptions!
• Offeror costs to develop technical and cost proposals are not reimbursable.
Gender Equity and Social Inclusion (GESI) GESI is an essential part of this program and will be considered in evaluating each proposal. Offerors must specifically identify and address GESI in the following sections of their proposals:
• Part A: Draft Annual Work Plan (Sections L.10.3 and C.6.3).
• Part C: Management Plan and Key Personnel (Sections L.10.5 and
C.6.2).
• Part D: Draft Communications and Outreach Plan (Sections L.10.6 and C.6.4).
• Part F: GESI Statement (Section L.10.8).
