QUESTIONS AND ANSWERS

GENERAL

1. Who conducts the collection management and requirement determination supporting USAID’s ordering of commercial imagery in support of monitoring efforts?

USAID Response: The USAID Office of Program and Project Development (OPPD) is responsible for the ordering and management of the commercial imagery used in support of monitoring efforts.

2. Can a party apply for both components 1 and 2 together? Will USAID Afghanistan see this as a conflict of interest?

USAID Response: The restrictions for Component 1 and Component 2 are detailed in the RFP. If an organization applies for both components, separate proposals consistent with the RFP instructions must be submitted for each component.

SECTION B

3. B.6(d) May the Contractor retain local national Afghans to serve on the contract as independent contractors, provided that the individuals retained locally are trained on, and agree to abide by, the Contractor’s policies, procedures and requirements, and provided that such treatment is consistent with the current practice of the

Contractor for work in Afghanistan involving locals?

USAID Response: USAID looks to the Offeror to propose a staffing plan consistent with the Offeror’s technical approach.

SECTION C

4. C.3. What other monitoring data are we supplemental to? Besides providing an independent assessment in terms of an analyzed product, are we to perform data collecting to provide redundancy, fill gaps, both or something else to the ‘other monitoring data’ referred to here?

USAID Response: All projects in the USAID/Afghanistan portfolio implement multi-tiered monitoring strategies which collect and verify results from multiple monitoring actors. MSP will provide and verify supplemental data on project results. Please refer to a description of the multiple monitoring tiers outlined in the cover page in the

RFP.

5. C.4.1.a(iii) While this section suggests crops are monitored, the language suggests all stages of agriculture from fallow land to harvested fields are subject to monitoring. Is it the full-agricultural land-use cycle that is monitored, or monitoring is only accomplished during the crop germination to harvesting stages?

USAID Response: The agriculture example detailed in this section of the RFP explains that satellite imagery analysis will be used as a monitoring technique. The extent to which this tool will be utilized will be further developed by USAID and MSP contractors depending upon particular project monitoring needs.

6. C.4.1.c The RFP does not mention any use of remote monitoring techniques? Is this an oversight?

USAID Response: In Attachments J.10, Request for Task Order Proposals One (section C2.B2a - beneficiary-based outputs), J.11, Request for Task Order Proposals Two (section C2.B2a - beneficiary-based outputs), J.12, Request for Task Order Proposals Three (section C2.B2a - beneficiary-based outputs), remote monitoring techniques are mentioned, including contact via telephone, SMS, or email. In addition, Section C4.1a.iii

(satellite/aerial imagery analysis) of the RFP, refers to the use of this additional remote monitoring technique.

SECTION J

7. RFP Attachment J.27 level of Effort is an RFP attachment that is not referenced any place else in the RFP. Is the level of effort depicted a true level of effort for the program? How is this information related to the 3 task orders? Are the labor categories true requirements? Is the level of effort presented notional, or actual? Please provide Section L proposal instructions that include how the Attachment J.27 is to be utilized in the proposal technical and/or pricing volume(s).

USAID Response: Attachment J.27 has been deleted. Please see response to question #29 in Amendment no.02

8. Page 220, Key Personnel. Please clarify that it is the intent for the offeror to create an Annex for the staffing

Plan that does not count towards the page limitations.

USAID Response: The Key Personnel section referenced on page 219 does count toward the page limitation.

Resumes and letters of commitment do not count against the page limitation. Please review section L.1 for complete details.

SECTION L

9. The solicitation has several references to a Negotiated Indirect Cost Rate Agreement (NICRA), either with

USAID or the contractor’s cognizant Government Audit Agency, and has several references to provisional indirect rates as well as instructions for those companies that do not have a cognizant Government Audit Agency starting on page 148(b) Part 2. These citations could be interpreted to contradict each other, so we are seeking clear guidance. Where the Defense Contract Audit Agency (DCAA) is a contractor’s cognizant Government Audit

Agency, a contractor is likely to have DCAA Approved Provisional Rates on a FY basis rather than a forward pricing rate agreement. For contractors in this scenario, after year close and final DCAA audits, a contractor receives final audited rates. During the FY, the DCAA Approved Provisional Rates are the contractor’s most current, accurate, and complete approved indirect rates for bid/billing purposes.

(a) May a contractor bid its current year DCAA Approved Provisional Rates as its indirect rates for the base and out years?

(b) Alternatively, where a contractor’s FY provisional rates are submitted and pending DCAA approval, may a contractor bid its submittal provisional rates as its indirect rates for the base and out years?

AMENDMENT No.03(three) of SOL-306-14-000010 - MONITORING SUPPORT PROJECT (MSP)

Page | 4

USAID Response (a): Yes

USAID Response (b): No. Please also note that an Offeror with an NICRA must propose a ceiling indirect rate that will govern the maximum allowable indirect rate chargeable against the contract.

10. L.2(I) Please clarify how the Contractor should reconcile inconsistencies between its policies – governed by

U.S. law and pursuant to the terms of its contract – and Afghan labor or employment law?

USAID Response: This question is unclear. Contractors are expected to follow all relevant legal requirements.

Specific examples would need to be provided. Contractors are required to follow the terms and conditions of their agreement, and all local laws.
