6. Questions and Answers:
1. RFP Amendment #1 Reference: Question 57 & 58, Page Number: 19. Q&A #57 and #58 indicate that all detailed information about monitoring and evaluation approaches, data collection, and indicators and targets should be included in the Activity Monitoring and Evaluation Plan (AMEP) annex. Section C.9 has 10 required indicators and page 78 indicates that offerors should propose “other possible indicators”. In our experience, we are usually able to present detailed indicator information for four indicators per page in a proposal. However, the revised section L.7 has limited the AMEP annex to 3 pages total. This would mean we would not be able to present USAID with a detailed substantive write up of M&E approach and detailed information about our proposed indicators in the space provided.
Question: Would USAID consider allowing 3 pages for the AMEP narrative and 3 additional pages for the proposed indicators?
Answer: Page limitation for the Activity Monitoring and Evaluation Plan is removed.
2. Question #4 – “Modification 1, Item #9, on page 8, dated March 20, 2015, provides Instructions for the Preparation of the Technical Proposal updated to include page allocations for documents required but that do not count against the 20-page limit. Please confirm that offerors are allowed 13 pages in total for the Mobilization and Implementation Plan (3 pages for the Mobilization/Implementation Plan and 10 pages for the Draft Work Plan).”
Answer: Page limitations for the Mobilization and Implementation Plan and Draft Work Plan are removed.
3. It was clarified in the amendment to the RFP that no additional annexes may be proposed, and we are grateful for this clarification. However, there are several required components of the technical proposal, as listed on page 8 of the amendment, and it is not clear throughout the RFP or its amendment which are specifically required to be included as part of the Technical Proposal document (although excluded from the 20 page limit), and which are expected to be included as Annexes.
For the sake of clarity and prevention of varying readings of the requirements amongst bidders, could USAID please clarify exactly which of the required components below are expected to be separate attachments (that is, annexes), and which are expected to be included in the main Technical Approach document, although exempt from the 20 page restriction? We realize that some are obvious (cover page, executive summary), but others are not clear (such as Results Framework, Draft Work Plan, etc.).
Cover page Executive Summary Table of contents Dividers, and past performance report forms Results framework with indicators (maximum 2 pages) Activity Monitoring and Evaluation Plan (maximum 3 pages) Mobilization and Implementation Plan (maximum 3 pages) Draft Work Plan (as part of the Mobilization and Implementation Plan) (maximum 10 pages) Key Personnel CVs and Letters of Commitment (not to exceed 3 pages per individual for resume and 1page for LOC) Diagram of the staff/organizational chart (as attachment) Past Performance References Branding Implementation Plan and Marking Plan Environmental compliance approach (maximum 2 pages) List of acronyms
We would be very grateful if USAID could address this issue to prospective bidders.
Answer: Please see Section L. 7 for those items not included in the 20 page limit.
4. Question #1 – Salary ranges provided in the Attachment J.9 released with Modification 1 are different
(lower) from those listed in the Attachment J.9 – Local Compensation Plan, provided with the original RFP dated March 10th, 2015. Please confirm that the LCP provided with the original RFP is the most recent and currently effective.
Answer: Please ignore the attachment provided under Amendment 01. The correct Attachment J.9 is provided with the Amendment #02.
5. Question #2 – Answer #70 in Modification 1, on page 22 states that gross salaries include pension contributions and income taxes. Please provide the breakdown of the gross salaries, including the base rate.
Answer: USAID does not have the requested breakdown. The gross salaries include:
Social tax (employee share, is considered as pension contribution) - 1% and Income Tax – 13%
6. Question #3 – Due to a number of new requirements in Modification 1, and limited availability of local counterparts due to the Tajik national holiday Navruz (March 23-25), would USAID consider extending the deadline for submission of proposals to April 17th?
Answer: The submission date of proposals is changed to April 20, 2015.
